Roger Dearly, voiced by Jeff Bennett

Roger was once an aspiring songwriter who lived alone with his pet Dalmatian, Pongo. However, soon after meeting Anita, the two instantly fell in love and it wasn’t long after that when they were married. However, when Anita’s Dalmatian, Perdita, fell in love with Roger’s Dalmatian, she became pregnant and she gave birth to fifteen Dalmatian puppies. However, when Cruella De Vil heard news of this, she devised a ploy to steal the Dalmatians in order to use them in her fashion designs, though the scheme was foiled and all of the Dalmatians were returned to Roger, along with eighty-four other Dalmatians. It is for this reason that Roger holds such a personal vendetta towards Cruella De Vil, which complicates matters for him, since his wife still works for Cruella De Vil and he isn’t capable of openly expressing discontent with her without jeopardizing his wife’s position. However, Cruella is well aware of how much Roger hates her, so she likes to do things to torment him, such as constantly getting his name wrong and jumping at each opportunity to pay the Dearlys a surprise visit.

Roger has since then stopped working so much on songwriting and he focuses on creating computer games, in which Cruella De Vil has reluctantly decided to hire him in hopes of one day making a profit; though Roger still does write songs in his spare time. His life in the countryside is not without problems, however, as Cruella De Vil lives next door to him and she is intent on tricking or forcing him into selling her the farm, though he vows to remain vigilant in order to ensure that she never acquires his land. In his spare time, Roger likes to spend time with Anita, as he still loves her deeply, though he also spends time with all of the Dalmatians, especially Lucky, whom he considers his favorite out of all the Dalmatians. Roger also takes care of the maintenance work around the house and the farm, in which he often mows the grass and repairs objects that need to be fixed, though whenever Anita goes to work, he tends to spend all of his time in his private office in his house’s attic.
 
 
Lieutenant Pug, voiced by Jeff Bennett

Lieutenant Pug is the commanding officer in charge of the Bark Brigade, though this is due to the fact that the other available officers capable of running the Bark Brigade have reasons that prevent them from doing the job. While the Bark Brigade in the vicinity of Grutely hasn’t been too large, it received a sudden boost to membership when Roger and Anita Dearly moved in with their ninety-nine Dalmatian puppies, which left Lieutenant Pug with the task of forging them into proper cadets and instilling in them the knowledge they’ll need to survive in the world. However, he prefers to do such in a fashion that berates the cadets, as he has a personal fear of having his authority being questioned, so he scolds his cadets at every chance he gets in order to remind them who is in charge. Despite his many flaws, Lieutenant Pug does his best to make the Bark Brigade as efficient as possible and he has the respect of many individuals on the farm, though his cadets often disrespect him due to the fact that he’s unnecessarily harsh towards them during the Bark Brigade training sessions.

However, Lieutenant Pug does have one innate flaw that jeopardizes his future in the Bark Brigade and his chance for advancement: he has an innate fear of cats. Due to the fact that he was abused by a large cat, Persian Pete, when he was a child, Lieutenant Pug believes that all cats are the enemy and that they’re secretly working together to plan an invasion that would result in all dogs being enslaved. Lieutenant Pug has included this fear in his Bark Brigade instructions, as he wishes to train his cadets to be ready for the day when the cats invade, though the Dalmatians think he’s crazy, especially since a cat serves as an officer in the Bark Brigade and he has earned the trust of the Dalmatians. Lieutenant Pug also suffers from narcolepsy and he often falls asleep during important situations, or when he’s in the process of scolding his cadets, though he tends to wake up from these stints after several minutes. Lieutenant Pug refuses to put up with nonsense and despite the fact that he’s paranoid and overly harsh, whenever there is a problem on the Dearly Farm, the denizens know that they can rely on Lieutenant Pug to get things sorted out.
 
 
Swamp Rat, voiced by Jeff Bennett

Swamp Rat is one of the many creatures that live in the swamp that borders the Dearly Farm; though unlike many of the swamps other denizens, he has taken a keen interest in the outside world and he often attempts to barter with other individuals in order to acquire strange and unusual objects that come from civilization. It is for this reason that Swamp Rat has become a close acquaintance to many of the individuals in the Dearly Farm, including the Dearly Dalmatians, as if they ever need to purchase something, they can usually acquire it at his store, for a very steep price. However, Swamp Rat isn’t picky about what people give him in exchange for his objects, as he’ll take anything, including chicken feathers, dog collars, dog dishes and even other animals. What he does with the objects he acquires is uncertain, though it seems he more than likely sells the objects to other animals in exchange for different objects, in which he adds anything he specifically wants to his personal collection, as was demonstrated in several episodes of the series.

Swamp Rat’s ethics are highly questionable and he isn’t afraid of tricking other people into making a bad deal. He has a bad reputation for trying to con others into giving up their valuables and he often manipulates people into actually helping him do his dirty work, which is why Steven and Cydne serve as his henchmen. There have also been instances where Swamp Rat will take over a building in order to throw a party, in which all of the guests are forced to pay an admission fee, which is just another example of how Swamp Rat’s store has continued to thrive, despite being in the middle of the swamp. However, there is little that Lieutenant Pug can do in order to stop Swamp Rat, as since Swamp Rat is a creature of means, he has a larger influence in many of the events on the Dearly Farm than most people realize. Despite the fact that he knows people don’t like him, Swamp Rat continues to do what he does as he realizes he’s untouchable, for as long as he holds a monopoly in regards to his store, the animals who dislike him will be forced to come to him when they need to acquire something.
 
 
Sergeant Tibbs, voiced by Jeff Bennett

Sergeant Tibbs is a cat who works directly for Colonel, though due to his long and loyal service towards the elderly canine, he has found himself a high rank in the Bark Brigade, where he often performs administrative duties in order to keep things working as smoothly as possible. Whether it involves him helping Colonel perform first aid on an injured cadet, or keeping clock during assigned races and events, Sergeant Tibbs has proven himself time and time again that he is a capable officer who has performed many accomplishments for the Bark Brigade. Despite this, however, Sergeant Tibbs finds himself hated by Lieutenant Pug, who considers him to be a spy in the feline army who is secretly trying to bring forth the Great Cat Invasion, though Sergeant Tibbs tends to ignore Lieutenant Pug’s remarks whenever they are made. However, there are instances where Sergeant Tibbs loses his composure and he has said several things to Lieutenant Pug about his derogative remarks, though Lieutenant Pug seldom speaks back to Sergeant Tibbs because he realizes that he has Colonel’s blessing. Despite the fact that he is a cat, a vast majority of the dogs in the Bark Brigade welcome his assistance, and the Dearly Dalmatians realize that he’s always got their back, as if Lieutenant Pug ever does anything does anything that truly abuses his power, Sergeant Tibbs will keep Colonel will informed, so that the situation can be resolved without conflict.
 
 
Ralphie St. Lowrent, voiced by Jeff Bennett

Ralphie St. Lowrent is a fashion designer who works in Topstown, the same city that Cruella De Vil works at. However, unlike Cruella De Vil, Ralphie treats his employees with respect, which is the primary reason that he’s managed to become Cruella’s closest competitor in the world of fashion. Due to this fact, Cruella deeply hates Ralphie and she often suspects her employees are secretly moonlighting with him in order to give him their best designs, so she tends to closely spy on her employees to ensure that such doesn’t happen. However, Ralphie has actually attempted to hire many of Cruella’s employees, including Anita Dearly, as he believes they should come work for somebody who will treat them fairly; though most of Cruella’s employees decline his offers, as they’re either too afraid of what Cruella will do to them, or they have their personal reasons for staying with her. Regardless of their declined offers, Ralphie enjoys associating with Cruella’s employees and they often have discussions when they meet by chance on the street, though since Cruella is often spying on her employees, this only furthers her suspicion that Ralphie is up to no good. Ralphie tends to spend most of the day in his office at Topstown, though since he is a man of importance in the city, he can usually be seen at important events throughout the series, or walking along the sidewalk to get from one important event to another.
 
 
P.H. De Vil, voiced by Jeff Bennett

P.H. De Vil is considered to be the most brilliant of all the De Vils, though he is also one of the more successful De Vils. He has amassed his fortune through using science and technology to his advantage, though he also own an ice-cream factory and he uses animal testing in order to determine the best flavors and the potential side-effects that they contain. Due to his innate genius when it comes to technology, Cruella De Vil often employs P.H. in order to help her with her own schemes, in which P.H. manages to successfully defy the laws of physics in many instances to help her out. Unlike Cruella, however, P.H. doesn’t have any qualms with people and he tends to help Cruella out just for the sake of using science, though he tends to head back to his home whenever he feels Cruella can handle any given situation on her own. In his spare time, P.H. likes to participate in swap meets for his fellow mad scientists, though he also spends a lot of time repairing Cruella’s television set, since he finds himself at her place every time she watches the news, as she tends to throw her remote at the television in anger. Due to the fact that he’s helped her out for so long, P.H. De Vil is Cruella De Vil’s closest relative and her loyal friend, though P.H. has his own ambitions that he wishes to one day be able to complete.
