Mike Novick: Every study we've done has shown it would incite more unrest not less. And you couldn't do it without approval from Congress.
Vice President Hal Gardner: Which is why we won't call it martial law. No-one is gonna play semantics here when we're putting troops on the street to try to keep people from killing each other.
Mike Novick: You're talking about a panic that hasn't happened. Right now, the public isn't even aware of a threat. You declare martial law, you'll have to tell them!
| Kim: (to Jack) You know, there's something wrong with people like you. You can't hold onto anything. Chase couldn't either, he tried for a while then he was gone just like you.
| Bill: Tony, it doesn't matter what I tell you. There's nothing you can do.
Tony: I know there's nothing I can do! Look at me for God's sake! I just wanna know who did it. I think for the sake of all the years I've given this place and all the sacrifices I've made I think I deserve to know, don't you?!
Bill: All I can tell you is... Michelle's murder was part of a bigger plan. To supply terrorists with Sentox nerve gas.
Tony: Who's behind it? Who's responsible, Bill?
Bill: The highest we've been able to get up the chain of command is someone you might know from when he worked here. Christopher Henderson.
| Edgar: Carrie, I'm in the middle of coordinating first responders. We're on high alert, I don't have time for this!
Carrie Bendis: You don't have to snap at me! I-I just thought someone should check it out.
Edgar: Then check it out!
| Kim: You knew my father was alive, didn't you? For a year and a half, you've known.
Chloe: Yeah.
Kim: He trusted you.
Chloe: Only because he had to, I helped stage his death.
Kim: You don't have to make excuses.
Chloe: I'm not making excuses, four people knew he was alive, two of them are dead - President Palmer and Michelle Dessler. And Tony Almeida's in serious condition.
Kim: Michelle's dead?
Chloe: The only reason I'm alive is because your dad found me in time. I know this is really hard for you, it's none of my business but you can try to cut him some slack.

Pandora's Box is part of a Greek legend whereby Zeus created a woman, Pandora, as punishment on mankind. Prometheus had stolen the secret of fire as a gift to mankind which enraged Zeus. Pandora was given a box and told not to open it but eventually she did and released the misfortunes of mankind.
