The shows always opens with Kiefer Sutherland reading "The following takes place between..." This opening has been recorded over and over for three seasons by Sutherland, until the creators realised that they already had recordings of him saying the sentence with all the hours of the day. It took them two years to realise it, and since then Sutherland doesn't have to record the speech for each episode.
