Long Arm of the Law! - Recap

In the forest, Batman and Plastic Man discover a secret laboratory where captured Sasquatches have escaped their cages. They follow the trail to a nearby Camp Scout jamboree and discover that the beast men have captured the Camp Scouts and locked them in a cage, and then dozed off. Batman repeatedly tells the talkative Plastic Man to remain absolutely quiet. Despite several incidents, Plastic Man manages to remain silent and even keeps a fly from waking up a Sasquatch. However, as they escape with the Camp Scouts, one boy sneezes and Plastic Man politely tells him Gesundheit. That wakes up the beast men, and the heroes are forced to engage in an extremely noisy fight.



Plastic Man returns home and swears in his friend Woozy Winks as his official sidekick. They go to Plastic Man's garage, which he is now calling the Plaz Cave, and admire his collection of plastic-themed equipment. When Woozy notes that it's based on batman's equipment, Plastic Man admits that he wants to emulate Batman and acquire some self control. Ramona's wife Plastic Man arrives and orders him to take their baby, Baby, and their dog Schnitzel for a walk and expose their son to some culture. Plastic Man has no choice but to obey.



Plastic Man and Woozy take the dog and the baby for a walk to a museum to get some culture. They're unaware that a huge figure made out of solid rubber, Rubberneck, is breaking in. When Plastic Man eventually spots the villain and tells Woozy to get Schnitzel and Baby to safety while he takes on Rubberneck. Woozy promptly loses them both and goes to look for them. Meanwhile, Plastic Man manages to sneak up on Rubberneck by disguising himself as a painting, but he discovers that Rubberneck is too strong for him. However, Batman has arrived outside and catches Plastic Man as the super-strong villain throws him through a skylight.



Woozy tries to rescue baby and Schnitzel, who have gotten stuck on a giant mechanical mobile. He finally manages to grab them and take them outside. Unfortunately, Rubberneck has thrown Plastic Man back outside and escapes. The villain goes after Plastic Man's loved ones and just misses, thanks to Woozy's ineptitude. Plastic Man fills himself with water from a hydrant, turning himself into a giant water bed. Batman knocks Rubberneck onto him and Plastic Man blows up, shooting the villain away. As he reassembles himself, a figure in the shadows captures one piece of Plastic Man. The figure is Kite Man, Plastic Man's former boss.

Unable to find Rubberneck, Plastic Man and Woozy go home. They decide not to tell Ramona how they endangered Baby. Unfortunately, the museum robbery is all over the news. Ramona starts to yell at Plastic Man, but Batman arrives and confirms his suspicion that a piece of Plastic Man is missing, and the entire robbery was a ruse to get the missing 2.2. grams. Plastic Man believes he doesn't have an enemy in the world, but Batman deduces that Kite Man is responsible and wants revenge for Plastic Man going straight and testifying against him in court. Batman tells Plastic Man to stay and protect his family while he hunts down Kite Man on his own. Plastic Man promises... while secretly crossing his fingers.



At his secret lab, Kite Man uses the sample to perfect his newest invention: a ray gun capable of altering the elastic properties of matter. He tests the ray on the Plastic Man sample and transforms it into inert solid material. However, he needs an industrial strength charger to power the ray and sends Rubberneck to get it.

When Batman goes on patrol, he discovers that Plastic Man has taken the place of the Batmobile, and Woozy is hiding in the back. He has no choice but to take off when they spot Rubberneck escaping with the charger. They race through the streets and Rubberneck goes off the road, but manages to bounce away and make his escape. Batman warns Plastic Man that because of his lack of self-control, Ramona, Baby, and Schnitzel are now in danger. Even as they speak, Kite Man flies overhead on a giant kite, towing Ramona, Schnitzel, and Baby behind him. The villain boasts that he will soon have revenge on Plastic Man.



Plastic Man blames himself for his lack of self-control, but Batman tells him to pull it together and says that he doesn't waste time on hopeless cases. Plastic Man transforms into a car and drives Batman and Woozy to the address where Batman has deduced Kite Man will go to: the Ben Franklin Museum. Sure enough, Kite Man has gone to the museum of the greatest kite flyer in history.

They go inside and find Kite Man and Rubberneck waiting. Kite Man explains that as a boy, he was intrigued by Ben Franklin and attempted to emulate his famous electrical experiment using a kite. However, he failed to take proper precautions, was struck by lightning, and the electrical shock turned him into a sociopathic criminal. Now he has suspended Plastic Man's family within a giant kite floating in the sky above as a lightning storm gathers. Kite Man traps Batman in kite string and tells Plastic Man to step in front of his alteration gun and let himself be shot, in return for his family's release. Plastic Man agrees, taking responsibility for his actions and wanting to make things right. The ray petrifies Plastic Man but Kite Man releases the kite and lets Plastic Man's family drift upward into the storm.

Batman frees himself with a Batarang and tries to fire a line up to the giant kite, but Rubberneck attacks him and he's forced to defend himself. Kite Man shoots his gun at Batman, but Woozy tries to help and stumbles, knocking Batman out of the way. The sidekick then trips and knocks Kite Man away, falls on the panel, and causes the gun to go wild. They realize that if the beam hits something that isn't elastic, it makes it elastic. One beam hits Plastic Man, restoring him to normal, and another one hits Kite Man, turning him into an elastic freak. However, he soon gets control of his new ability and transforms into a kite to fight Plastic Man. Woozy continues to try and help, but only sends the beam shooting into Batman. Batman also masters his ability and soon defeats Rubberneck.



Kite Man beats Plastic Man repeatedly and stops him from stretching to rescue his family. Deciding enough is enough, Plastic Man finally knocks Kite Man back into Rubberneck. Batman throws a Batarang and cuts off the gun's power source, but not before one last beam hits Kite Man and Rubberneck, petrifying them together. Plastic Man launches himself into the sky, cuts his family frees, and transforms into a parachute to lower them safely back into the museum just in the nick of time. Woozy and Plastic Man share a triumphant laugh at their victory, while Batman looks on.
