A mounted policeman is in a city park admiring a spider when a giant manta assault vehicle walks by, carrying a stolen armored car. Batman and his current ally B’wana Beast are in pursuit. B’wana Beast borrows the policeman’s horse and uses his unique power to merge the horse with the nearby spider. He then rides the spider-horse after the assault vehicle, leaping from wall to wall and spinning a web ahead of it. Black Manta uses the vehicle’s assault shears to cut through the webbing and fires missiles at B’wana Beast. The hero is knocked off of his mount but Batman draws the villain’s fire then heads for the pier. B’wana Beast follows and creates a new hybrid: a pelican-shark. He flies it into the vehicle’s cockpit and takes out Black Manta. The villain is taken away and Batman admits that B’wana Beast’s power is useful… and gross.
Batman visits his old mentor Wildcat at the latter’s gymnasium. Wildcat is old but still fit enough to handle Batman. When Batman notes the gym is empty, Wildcat admits that people don’t come there any more. Batman suggests that after his recent heart problems, Wildcat might want to consider retirement. Wildcat disagrees but they’re interrupted when Batman gets a tracking signal. He goes to investigate and Wildcat insists on going along on his motorcycle.
At a shopping mall, three teenage super-villains are taking revenge on the society that has made them “Outsiders” by wrecking the place. Batman and Wildcat arrive and square off against the three teenagers: Black Lightning, Katana, and Metamorpho. Batman has been tracking them for weeks during their vandalism spree. Batman battles Black Lightning while Wildcat takes on Katana and Metamorpho. He’s quickly overwhelmed and pinned off Metamorpho, who has transformed into a stone statue. Batman disarms Katana and lifts Metamorpho off of Wildcat, but the teenager counters by turning into water. Black Lightning electrifies the two damp heroes, temporarily stunning them.
The teenagers slip away and Batman recovers, telling Wildcat to stay behind. Wildcat refuses and the two of them pursue the Outsiders into the subway. They battle on the train platform and the tracks, and Metamorpho falls onto the tracks. Wildcat tries to rescue him from an oncoming train but the teenager transforms into gas and Batman has to rescue Wildcat. As Batman tries to reestablish the tracking signal, Wildcat complains that he relies too much on gizmos, and Batman counters by saying he’s tired of having to bail Wildcat out and perhaps he should retire.
The Outsiders go through the sewers and to their underground headquarters, which is run by the large mutated Slug. He tells them that he’s the only one who cares about them and the upper world hates them. Black Lightning warns that they were followed and Slug tells the teenagers to eliminate their pursuers. The Outsiders reluctantly agree. Meanwhile, Batman has found a secret entrance to the underground but Wildcat sets off a trap, sealing both of them in a descending metal box. Metamorpho enters as knockout gas and knocks them both unconscious.
Slug chains up the heroes and dangles over them a pit filled with two giant mutant snapping turtles. It’s clear Slug is using his child minions for his own purposes but they don’t believe Batman’s accusation. Slug starts to feed them to the snapping turtles and Wildcat admits that Batman was right and he’s too old to be a superhero. Batman says he didn’t want to lose a second father. Wildcat decides to teach Batman one more lesson and taunts Slug into freeing him for a brawl. Slug agrees… but drops Batman into the pit. Wildcat takes everything that Slug can dish out, while Batman frees himself and tricks the two turtles into knocking each other out. Slug runs out of wind and Wildcat knocks him into a nearby stream of toxic waste.
Wildcat tries to get through to the Outsiders, telling them that he was like them but he found a way to better himself by training as a boxer. They consider what he’s said… and Slug comes out of the toxic waste, mutated into a giant tentacled beast. He attacks the heroes and the Outsiders for betraying him. Batman and the Outsiders combine forces, unaware that Wildcat is having a heart attack and has collapsed. The teenagers use their powers to bring Slug down, then notice Wildcat in critical condition. Katana takes command has Metamorpho turn into oxygen and feed himself into Wildcat’s lungs, while Black Lightning shocks the boxer’s heart back to life. Wildcat revives, saying he’s down five lives but has four left.
Later, Wildcat takes in the Outsiders and starts training them at the gym. As Wildcat and Black Lightning box in the ring, Batman suspects that Wildcat can help the Outsiders become a force for good.
