Batman: Nora Clavicle and the Ladies' Crime Club

Nora Clavicle, a woman's rights leader, gets the women of Gotham City behind her in order to fire all the men from the police force and replaced with women. Knowing their ways, Nora and her gang rob a bank while the new policewomen arrive too late because of worrying about their make-up before stopping the crimes.
