The news anchor is referring to the 1991 Navy aviators' Tailhook convention in Las Vegas, where female civilians were sexually abused by a group of drunken navy pilots.

Stewart: (to his two youth group friends) Okay.... maybe MacGyver COULD beat Michael in a fight, but it doesn't matter, because no one is smarter than a computerized car.

Stewart is referring to the TV characters Angus MacGyver from the show MacGyver, and Michael Knight from the show Knight Rider.
