Tom now finds himself the prime suspect for the murder. PJ and Nick Schulz believe the key witness is lying, and set out to uncover her motives for doing so—despite Tom’s unwillingness to cooperate. PJ and Nick uncover a tangled web of incompetence and betrayal.
But the actual killer strikes back by kidnapping Kelly, knowing that Tom will come to her rescue. Tom does, but his uncompromising attitude is more than a match for the killer.

When Tom realises that her leniency towards two women accused of stealing their friend’s new plasma TV has simply caused an escalation of the crime, and that she deliberately misled him, he insists that Mark get rid of her.
PJ and Amy investigate a peculiar bank robbery, where the robber insisted on taking a very specific sum.
And Kelly and Joss reluctantly investigate the disappearance of a goat. The case seems to be solved when a goat is left in reception, but it turns out to be the wrong goat.
Amy is suspicious when a woman’s second baby dies of SIDS, only a week after another SIDS death in town—and the details are identical. Could this be a copycat case?

Joss has moved out to share with a couple of blokes, and his care packages from his mum are now coming to the station—much to Kelly’s derisive amusement.
PJ and Amy are called to a vicious home invasion at a mansion on the outskirts of Mt Thomas. A teenage boy has been cut with a knife used to force his mother to open the safe.
When they meet the father, Danny O’Keefe, both Tom and PJ recognise him as a likely gangster, and immediately assume his associates were responsible. At first PJ suspects another flashy "businessman" staying at the Imperial, but then evidence leads them to someone else.
Tom’s jaundiced view of Danny O’Keefe is confirmed when this suspect is found bashed and the flashy businessman is found murdered in Melbourne.
Jonesy and Susie follow up on cars being stolen from the railway commuter car park and find themselves in a police pursuit with a young teenager who jams on the brakes right in front of them, causing a collision in which their airbag inflates.
Later Jonesy finds himself chasing the same kid, and is blamed when the chase turns fatal. Alex and Susie work together to exonerate their mate by finding out what really happened.
Kelly and Joss are trying to resurrect the Blue Light sports team, but unexpectedly they find a kid selling heroin. Tom is convinced Danny O’Keefe is somehow behind it, but his efforts to bring him to justice are frustrated.
Meanwhile the basketball has somehow turned to soccer and Joss invites his soccer star brother, Tony, to run a coaching clinic. When Tony bets Joss that he can seduce Kelly, Joss finds himself in a dilemma; he realises Kelly is genuinely attracted and is not sure if his loyalty should be to his brother or his colleague.
Susie and Alex follow up a frantic mother’s report that her young teenage daughter has been abducted. They suspect she’s run away, but the mother shows them questionable email correspondence on the girl’s computer from someone calling themselves Spunk Bubble. And her best friend reports they were followed home from school by a suspicious man.
A father disowning his newborn baby leads Alex and Susie to suspect the mother, a schoolteacher, has been having an affair with a young schoolboy.
At first both parties deny a relationship, but when they run away together, the case is all but proved.
Meanwhile Joss feels sorry for a drunk he and Kelly find in the street and returns him home instead of charging him, overcoming the reluctance of his Russian speaking mother.
Next day he finds himself in front of Tom—it turns out the drunk was completely unknown to the woman.
Alex gets the idea that Jonesy isn’t interested in Susie, and makes his own play while they’re on a stakeout. Susie allows herself to be swept off her feet and they end up in bed together. But the next day Alex backs off.
Jonesy and Susie are questioning a shop-lifting suspect in the Mini Mall when her five year old daughter runs off.
Jonesy is searching for her when he discovers that at the same time a young male sex offender on day release has also gone missing. Has he abducted the child, and if so, where have they gone?
While door-knocking at the Mini Mall, Kelly and Joss are called to another crime in a hardware store. A young female shop assistant in a provocatively tight T-shirt is alleging a customer sexually assaulted her. Kelly is outraged on her behalf, and is determined to get to the bottom of the matter.
When the day release absconder is accused of murder, Homicide Detective Garth Henderson arrives in town to investigate and solve the crime. This is difficult for Amy, who has had a previous relationship with Garth that clearly ended badly.
Before he can leave, another body is discovered near Govett’s Leap (Mt Thomas’ Lovers’ Lane). The body is that of a young woman with vicious stab wounds to the neck and chest.
PJ, Amy and Garth are investigating the brutal murder of a young woman when a second body is discovered, killed in a similar style—a serial killer is at work in Mt Thomas.
PJ, Amy and Garth investigate the young woman’s murder, first questioning her boyfriend Steven Price, who has an alibi from his mother Terese.
But when another young woman’s body turns up killed in a similar style, they realise they have a serial killer at work.
The only common denominator between the two girls is their masseur Colin McReady, a sleaze with priors for indecent assault. He makes the mistake of running after his initial questioning by police, but is caught and is being questioned when a third body turns up.
But this one is a young male schoolteacher, and the masseur is out of the frame on two counts—his unavailability for the crime, and the sex of the victim.
Meanwhile Kelly and Joss are called in by a local vet who is concerned that a badly burned dog in her care may indicate that its young owner is a potential killer.
Susie receives her promotion to Senior Constable and Jonesy is miffed that his hasn’t come through at the same time.
Amy, PJ and Senior Detective Garth Henderson (guest star Andy Rodoreda) find a new link between the last two serial killer victims#8212;their psychologist Bill Lapscott (guest star Vince Colosimo), who runs a therapy group for victims of sexual abuse.
Garth has difficulty buying this link, because it doesn#8217;t include the first victim; however Amy infiltrates the group to check out the other participants. While in the therapy group, Amy is forced to relate a childhood sexual abuse story, and Bill recognises she is not play-acting, despite her later assurances she made it up.
Bill and Amy become close and he invites her to dinner. As Amy gets closer to Bill, Garth starts to suspect him of being the killer.
Meanwhile, Amy develops a theory that the first victim#8217;s father is their serial killer. That night, as both suspects are under surveillance, Garth calls for urgent assistance. They find him desperately trying to staunch the fatal bleeding of a fourth victim. .
The serial killer is still at large in Mt Thomas but examination of the latest murder victim reveals enough dissimilarity to indicate it was not the same killer. While PJ and Tom try to track down the copycat killer, both Amy and Garth return to their original suspects. However, Amy's suspect turns out to have an alibi.
Such is the antagonism now between Garth and Amy that she is more determined than ever that psychologist Bill Lapscott is innocent. But is she right?
PJ witnesses Garth losing his temper with Bill, and when some quiet digging reveals that Garth was also a childhood victim of sexual abuse, PJ puts him on the suspect list against Tom's better judgment. But when Amy learns of Garth's past, she is furious, and angrily confronts him for not telling her this when she told him about her own abuse.
Meanwhile Susie and Jonesy follow up on a report of a baby left in a car, only to find the baby has mysteriously disappeared.
And Kelly is outraged when she thinks Joss is stealing chocolate bars from the charity box Mark has set up in the office. Amy is heading back to the office late at night when she is attacked by an unseen assailant…
Amy regains consciousness after being attacked late at night to find Garth leaning over her.
Amy freaks and turns to PJ, accusing Garth of trying to kill her—and further incriminating him as the key serial killer suspect. PJ is following up on this, in spite of Garth's denials, when Amy changes her mind. She now recalls the killer had a distinctive smell, and suddenly this narrows the field of suspects considerably.
A house is searched, and PJ and Garth go to collect the main suspect, only to discover he's scarpered. And then Amy disappears. Has she been snatched by the killer?
Meanwhile Kelly and Joss find themselves tracking an errant elephant, which has disappeared from a small defunct travelling circus.
Susie goes to bat to save the reputation of a man whose depression has driven him to suicide. He is under suspicion of leaving a bomb at the hospital the day of his death.
As she unravels the case, she discovers that the targeted doctor at the hospital has more than one person with a grudge against her.
When there is a further bomb threat against the hospital, the Heelers can only avert catastrophe by discovering the true identity of the bomber. Joss believes he has a hot suspect in the hospital bombing case, but when he goes off on his own unauthorised investigation, Kelly suffers the consequences after a paint bomb explodes in her face.
Encouraged by Alex, Jonesy finally plucks up the courage to ask Susie out, but finds himself unexpectedly disappointed.
Joss finds himself in the middle of an armed stand-off on the football field, when a feud between two members of his Blue Light Soccer Team gets out of control.
One of the boys involved in the feud is Butch O'Keefe, the son of a Melbourne mobster, Danny O'Keefe, whom Tom has sworn to drive out of Mt Thomas.
When a criminal associate of Danny's turns up for a meeting with him at the Imperial Hotel, Tom believes there is trouble brewing. And he's right - but the trouble doesn't come from the underworld, it comes from much closer to home.
Susie saves the life of an elderly accident victim only to be accused by her daughter of stealing her valuable rings. Mark fails to insist that Susie have a full body search with the result that Susie is in more trouble than she needs to be. Tom takes the opportunity to blast Mark for it, thus escalating their ongoing feud. Fortunately for Susie, Alex makes it his mission to prove her innocence.
In the conclusion of the Danny O'Keefe story, Jonesy becomes involved in honour killings after Tom's unsanctioned plan to arrest the killers and drug dealers goes badly.
As part of PJ and Amy's investigation into an assault, a truck driver is found to have contraband tobacco amongst his load. When he is brought in, PJ begins to notice that Amy is behaving oddly - she avoids meeting the man, yet seems determined to prove him guilty, despite discrepancies in the evidence.
PJ does some checking and discovers the man is Amy's cousin, the son of the uncle who sexually abused Amy as a child. PJ solves the crime tobacco theft and assault crime, but not to Amy's satisfaction. He tells Amy she should be targeting her uncle, not her cousin.
Mark insists on bringing in a tax official to investigate the stolen tobacco, in spite of Tom's orders not to do so, heightening the power struggle between Tom and his sergeant.
An alleged teenage rape introduces Amy to a young girl whom she begins to suspect is being abused by her grandfather. One of the young witnesses excitedly introduces herself as Amy's niece, Chloe. She invites Amy to her 13th birthday party, using as a drawcard the fact that her beloved grandpa will be there - Amy's Uncle John, the man who sexually abused her as a child. PJ watches Amy relive the pain of her teenage years.
In their ongoing power struggle, Tom forces Mark to do more operational work, knowing it is his weakness. In a case involving a report of shots fired into a neighbouring house, Mark insists on the correct paperwork before searching for guns, thereby allowing time for the offending weapon to disappear.
Investigating a petrol station robbery, Jonesy and Alex are accosted by a breathless mother saying her car has been stolen. They immediately recognise the car as the one used in the robbery, and Tom soon learns the distressed mother is his prodigal daughter Anna, whose daughter Daisy was asleep in the back of the car when it was stolen.
Jonesy is doing his best to follow Alex's advice about romancing Susie, but only succeeds when he throws the advice out the window.
Supported by PJ, Amy is determined to pursue her uncle John who abused her as a child. But face to face, he seems not to be the monster Amy has described.
A hypnotherapy session only serves to confirm Amy's confusion, but PJ believes there is injustice here, and is determined she press charges against her uncle, even if this causes Amy further pain. The final confrontation with the truth reveals the delusion wrought by time on the memory for both Amy and her uncle.
Investigating burglaries from clients of a speed dating agency, Jonesy and Susie find themselves revealing what they are looking for in a partner to everyone but each other.
Tom must finally face the tragic events of one year ago when Barry Baxter escapes from jail. Baxter's reign of terror continues when he kidnaps Tom's grandchildren and threatens to bury them alive. He also sets up an armed siege at the Imperial Hotel, wanting to negotiate with Tom. Jonsey finally proposes to Susie but how will he react when he learns the truth?

Jonesy is dismayed when Susie hits it off with Jason Tyler the attractive victim of a car theft racket the Heelers are trying to crack. Feeling rejected by Susie, Jonesy risks his life in an attempt to salvage the lives of a young man and his pregnant sister. When he discovers they are desperate for money, he arrests the young man to keep him safe while he takes his place in a 'ute surfing' competition.
Kelly teases Joss about a mystery woman telephone caller, but Joss isn't amused and seems to be avoiding her. His flash new car turns heads, but is also sending him broke. When his desperate attempt to offload the vehicle fails, he allows it to be used as a decoy in the hope that it will be stolen. When the car is indeed taken, Joss believes his plan has succeeded only to be embarrassed in front of his colleagues when the "thief" reveals his true identity.
Out on a night-long patrol, Jonesy and Alex are called to a noisy private party. Arriving at the bash, the Heelers soon realise they've come to the home of Jason Tyler, the new boyfriend of Jonesy's ex-love and police colleague, Susie. What's more, Jonesy and Alex find not only Susie among the guests, but illegal drugs. When Jonesy tries to remove Susie from this professionally compromising situation, she refuses to leave. Later, Jonesy and Alex return to the party to conduct another search. This time, they make an even more surprising discovery there's a large quantity of drugs in Susie's bag! Meanwhile, the unconscious driver of a 4WD used in a ram raid is unable to be identified, and Kelly and Joss meet an interesting man
Joss and Kelly's birthday celebrations are soured when one of the guests, a lifelong friend of Kelly's, is found dead the victim of an apparent drug overdose. The preliminary autopsy report reveals that she'd had sex a short time before her death, but Kelly staunchly maintains that her engaged friend was neither promiscuous or a drug user.
It's Joss' turn to be outraged when his good friend finds himself in the frame for drugging and raping the girl, then dumping the body. Joss initially defends his mate, only to find himself having to choose between loyalty to friend mate and loyalty to his duty. Meanwhile, Susie's new boyfriend, Jason Tyler, offers Joss a way out of his debt crisis. The only problem is that it may not be legal.
Three popular teenagers are killed in an horrific highway collision with a truck and there are conflicting stories about the final seconds before impact. The whole town wants to believe that the teenagers were murdered by a reckless truck driver, but Amy Fox has to deal with the fact that the truck driver is her cousin.
Already guilty about the damage she has caused to Brendan’s family by exposing his father as a paedophile, Amy struggles to deal fairly with Brendan’s impassioned bid to clear his name.
Susie continues her relationship with Jason Tyler , who is about to open a night club in Mt Thomas, and Jonesy tries to keep his feelings to himself, even though he is sure Jason is involved in drug sales. He quietly sets out to save Susie from Jason’s deceit, but she rescues herself by making a heartbreaking decision.
Alex’s good nature makes him an enemy. The man who killed Kelly’s father 15 years ago has been released from prison and is in town to tend to his dying mother. A wall of sympathy and police solidarity is thrown up around Kelly. Tom takes steps to run the released killer out of town, but Alex earns the resentment of his colleagues by treating the man fairly.
An attempt at reconciliation between Kelly and hers father’s killer backfires, and Joss and Alex come to blows over the way this affects Kelly. At the height of the ostracism by his workmates, Alex finds himself alone in a darkened warehouse with a gun at his head and no partner to back him up.
Mark is becoming increasingly isolated at the station, and his life is complicated by the demands of his family. His domestic tension is complicated by an emotionally driven theft, possibly committed by his teenage daughter. The only person to give Mark any sympathy is his neighbour Melanie Anderson.
Mark feels guilty and depressed when the lost teenage girl he handed back to her family is found murdered just hours later; Amy's former lover Garth offers her a Melbourne job with his cold case squad. Amy keeps the news from PJ as the case turns stranger and more murder victims are found.
The paddock at the lonely Biden farm has revealed the remains of three more murder victims, all teenage girls. Charlie Biden has already admitted to killing one, and is clearly the murderer of the others. His wife Marie frustratingly takes the high moral ground, until Charlie dies violently in custody, obviously by means of Marie. Mark takes the blame for this and spins further into despair.v Amy reveals to PJ that she has been offered a job with a cold case squad in Melbourne. PJ encourages her to take it, but she is unsure about working with her former lover, Detective Garth Henderson. Reflecting on the fates of the nameless victims of the Bidens, PJ and Amy agree they are cops for the justice they can find for the victims of all crime.
The net closes on Marie Biden, who turns the tables on Amy and PJ, trapping them in her torture chamber cellar beneath the farm sheds.
Amy relinquishes her position on the cold case squad to PJ, and they part, to continue seeking justice for the victims of crime.
An after-hours robbery of the Imperial Hotel is interrupted by the publican, Chris Riley.
There is a struggle in the darkened bar, and Chris is left with a badly cut hand and a young female robber in a coma from a blow to the head.
Tom Croydon wants to clear the matter quickly, to save his friend Chris from further trouble.
But Amy Fox can see inconsistencies in Chris' recall of the incident. Resentment grows between Tom and Amy as the truth is sought. Threatened with bankruptcy and legal action, Chris faces a bleak future.
Still feeling the effects of the departure of PJ, Amy is determined not to be over-ridden by Tom and Tom's pride is bruised after Amy arrests Chris, an event which jeopardises her future as a hotel licence holder.
Alex Kirby feels the pressure of bureaucracy and fights a losing battle with paranoia after his in personal integrity has been impugned and he becomes increasingly ostracised by his workmates.
Alex continues a struggle with paranoia after receiving a bullet taped to a transfer application form. Things become more desperate when petty criminal Terry Swanson exploits Alex's situation by involving the police bureaucracy, further inflaming tensions inside the Mt Thomas station. Joss, the one person who can remedy all this, lacks the courage to confront Alex or confess to the boss.
Alex's belief that he is being victimised by his colleagues, and the media attention he is attracting, widens the trust gap felt by the police of Mount Thomas.
Alex rejects offers of help and understanding from Jonesy, preferring to fight a losing battle against his idea of injustice.
Joss is convinced he will be sacked for starting the whole thing, and drags his feet to avoid the inevitable confrontation with the boss.
On what he believes will be his last day in the job, Joss has an armed confrontation with an escaped prisoner, partially redeeming himself, leaving Alex to determine his fate.
Amy has serious doubts about accepting Jonesy as a working partner.
Mark befriends a young boy with great artistic promise during a routine investigation into thefts in Widgeree. However, when Mark breaks a promise under duress from his family, the boy turns against him, with tragic consequences.
Jonesy's first foray as a detective goes horribly wrong when he breaks cover to save a drowning woman. Amy's fury with her new charge is tempered somewhat when the unlikely duo solve a pokies heist.
Alex and Jonesy's domestic aspirations of purchasing PJ's house are dashed by another buyer Susie!
Mark agonises over his actions after his pursuit of a suspect ends in the young offender's death. His failure to protect himself against a physical threat from another offender is noticed by Susie, who starts to have doubts about his ability to do his job.
Mark's attempts to express his condolences to the dead boy's grieving father are met with fury from his neighbours. Matters reach boiling point when an angry crowd besieges and fire-bombs the police station in Widgeree. Mark attempts to talk sense to the mob, but is struck on the head by a rock and has to be rescued by Susie.
Susie receives an unexpected elevation as result of her actions while Mark comes to a hard decision about his future.
Meantime, Jonesy and Amy try and ascertain the culprit between a recalcitrant cigarette smoker, halfwit gardener and city orthodontist when a large marijuana plantation is discovered amid rows of tax-deductible trees.
Tom confronts his past when an old army mate confesses to a 30-year-old homicide. As the horrific nature of the crime is discovered, Tom begins to question the truth of his friend's confession. Amy challenges Tom over his involvement in the murder investigation and discovers he had a close personal involvement with the victim.
Susie's first foray as Acting Sergeant isn't going well. Her newest charge, Constable Matt Graham has arrived in Mount Thomas with a secretive nature and a cloud over his head. He clashes with Kelly over ethics as they investigate a father's claims that his under-age daughter is having sex with her boyfriend.
On top of this, the boss is preoccupied and won't give her the time of day while Joss ignores her instructions to conduct a clandestine affair with the green-grocer's daughter.
Susie finally manages to exert her authority but the powers that be have another rude shock in store.
Kelly and Matt rescue a grateful young girl, Estelle, from the bottom of a cliff. Estelle's over-enthusiastic shows of gratitude make Kelly's workmates a little suspicious of her intentions, but Kelly's good nature cannot allow her to reject Estelle.
Matt's apparent cynicism of Estelle is a challenge to Kelly, until Estelle makes it very clear she is not going to leave Kelly alone.
