The scene opens with the team meeting with each other and Vaughn has someone in the FBI. Michael tells that they need to have someone in the government that is not against them. Sam has an idea who is going to be good. They visit Madeline and they ask to get her to lean on Congressmen Cowley again. She is against it, but Sam tells that Cowley is their only avenue. Outside the hotel, Vaughn calls Michael and tells that he is in town and would like to talk to him. Vaughn gets down to business and tells that he gave Michael enough chances and tells that he is going after him, his friends, and family. Michael, Jesse and Fiona arrive at a Nuclear Power Plant and they are planning to hide the list inside there by putting it on one of the trucks. Meanwhile, Cowley comes for the event “Fighting For Us” and Sam and Madeline are there. She tells that she can handle things and tells Sam to get in the docks. Madeline walks in and slyly makes her way inside where Cowley is giving a speech.

Back at the Power Plant, Jesse is watching the facility and Michael and Fiona dig to set a charge. However, Jesse comes and tells that Vaughn’s men are there and they need to go. They drive off and they are being followed. Michael’s tires are shot out and he puts a charge on the car and jumps into Fiona’s. The car explodes and creates a block. However, two new cars are there and they are forced to go to a hotel complex under renovation and Jesse gets a piece of rebar in his leg. Vaughn’s men come and they are surrounding the complex. They move upstairs to find Jesse some way to stop the bleeding in his leg and brace it with something. They find duct tape and drywall. They look outside and Vaughn is there. Suddenly the hotel phone rings and Vaughn tells Michael that he doesn’t have anywhere to go. Michael tells that he has to get to the top of the roof and send a distress call out to the police and tells that they need to find anything that will explode.
Jesse and Fiona go to the kitchen and find propane tanks and candles. As Fiona sets up, Jesse asks what is going on with Michael and her. She is silent and Jesse tells her not to worry about it. Fiona tells that she thought Michael was the type of guy to settle down and not make being a spy his life. However, she was wrong. She lights the propane tanks as Vaughn’s men come up the stairs. Back at the charity event, Madeline gets Cowley’s attention and he is not happy to see her. However, she tells that they have something that he might want to take particular interest in. She reminds him the last time they met, Cowley came out the hero. He walks out with her. Sam tries to explain to Cowley the situation, but he is a little resistant to the idea. Sam tells that they have the list of all government agents who are dirty. Back at the complex, Fiona shoots the explosives and knocks Vaughn’s men back. They run off. On the roof, Michael sees a man and starts to fight him. He takes him down and tells him to tie his hands up. Michael sets the distress call out and is almost shot by a sniper. He needs a new plan.

Michael uses the man as a counter-weight and repels off the building and slides back into the building without getting shot. The three hostages look outside and see the police coming. However, they are stopped by Vaughn’s men and they go back. Vaughn comes on the radio and tells that one of the men works for Homeland Security and told that they were doing a training exercise. Michael tells that they can get out of there by the elevator shaft and causing a large explosion. Back at the docks, Sam finally convinces Cowley to want to go with him and Sam tells that Madeline needs to hide out low. Sam runs up to Cowley who tells that he talked to his boss. Suddenly he gets a call. There has been a hit placed on Cowley and they need to take him into Protective Custody. Sam tells him not to believe it. Cowley believes Sam and runs off with him. At the complex, Michael and Fiona make the big bomb and Fiona tells Michael that he should make amends with Jesse. Michael tells that if it comes down to it, he will. Fiona gets in position and calls Vaughn and tells that they are ready to surrender and will give the flash drive in exchange for their lives. They tell to send his men up.
At the docks, Sam and Cowley see that cops are trying to find them and Sam tells Cowley that he needs to get help. Back at the complex, Vaughn tells that he has leverage unless they try anything and reveal that they have Michael’s mother, Madeline. Michael tells that he wants to talk to his mother. They hit her and Michael tells that he is coming down. Michael tells that he is going to run out there and go to the building that is next to the complex. This way they will have the chance to get out with the list. Once the men are close, Michael will set off the explosive. Fiona tells that it is a suicide mission and Jesse tries to volunteer to do it instead. Michael tells Jesse that he never meant to get him burned. He walks away and tells Fiona that it is best that they go their separate ways. Michael runs and Jesse and Fiona help him a little and Michael dives through the window of the opposite building. Fiona tells that she can’t let Michael alone and gives the drive to Jesse.

Fiona runs up and dives inside. Michael wants to know why she is there and Fiona tells that she is in this with him to the end. Jesse sees the coverage and gets ready to move out. Michael and Fiona run out of bullets and Vaughn and his team get ready to move in. Fiona tells that she is dead anyway and she tells that they will do it together. They look at each other ready to die. Suddenly explosives go off next to Vaughn and the National Guard arrives. Sam punches Vaughn in the face. Afterward, Michael checks on his mom and she tells that she is fine and tells that he can go to his friends. Jesse gives Michael the flash drive. Two men tell Michael to come with him. He kisses Fiona goodbye. Michael wakes up in a car and the men tell Michael that they can’t answer any questions. The car stops and they give Michael a jacket. He gets out and a man comes out of a building and says to him “Welcome Back” and offers his hand. Michael takes it and they go inside the building.
