The scene opens with U.S. Marshall Annie Frost running she is chasing a man who tries to mingle in the crowd. The man runs into a horse ring and is on the other side of the fence. Annie's partner, Jimmy, chases after him too. They run to two tunnels. Jimmy goes left and Annie goes right. Annie walks through the tunnel and the man jumps from above. Annie fights with him and eventually gets him on the ground by wrapping her belt around his neck and arrests him. Jimmy comes up and congratulates her. Meanwhile in another part of the city, a man turns on the television and falls asleep on the couch. He is awakened by a man in a mask with a gun. He takes him and gathers his wife and daughter as well. He tells the wife to open the safe. She does so and he cleans out the safe. He then tells the daughter to be quiet and everything will be fine. The screen fades to black and there are three gunshots.

At the Houston Enforcement & Apprehension Task Force (H.E.A.T.), Marco walks up to Jimmy and shows that his face was almost in the paper. Jimmy tells that is nice and walks away. goes up to Daisy and tries to show his close publicity and then Annie walks in and everyone cheers. They tell that she broke a record in catching the guy and she tells that Jimmy didn't do to bad either. The Chief tells that Annie just caught a dope-slinging criminal that has been on the run for three years and cost the Marshalls $17,000 in damages. He tells that she also gave them publicity too. The Chief introduces a new recruit named Luke Watson. Right away Annie and Jimmy are not happy about it and try to protest, but the Chief tells for them to get along. They get the news that there is another fugitive on the loose and that he is in Houston. They spring into action and the fugitive is Mason Boyle. He is from the Most Wanted list and they are informed that he robbed a home and shot the three occupants. The father was dead on arriving, the mother is in critical condition, and the daughter had the bullet go through her shoulder. Annie tells that Mason's first crime committed was when he cut off a woman's finger for her ring. She tells that Kayla, the daughter, noticed that Mason has a "W" tattoo on his neck. Jimmy tells that Mason's mother moved to Houston and they go visit Mason's mother.

When they arrive, they run inside and don't find mason. Annie asks where Mason is and she tells that she doesn't know. They threaten that they will give her a possession charge if she doesn't tell them. She tells that he is staying with a waitress named Laura that he met at the waffle house. The Marshalls go to Laura's apartment and she is clueless and says that he is her fiancé Gary and not Mason. Annie tells Laure the truth of Mason and she denies it. Annie sees that Laura has the ring that belonged to the wife of the man that Mason killed and tells that they need it for evidence. Annie tells that Mason shot a woman for the ring. She tells that she needs to get to work and that Mason works construction. At the station, Annie and the team are evaluating the psychological profile of Mason and realizes that he showed kindness to the daughter and mother. Annie visits Kayla in the hospital and she tells that her dad is dead. Annie tries to comfort her by telling that her father is dead possibly as well. Annie asks what Mason was singing and she tells that it was about Dingos cowboy boots. Annie recognizes the song and she tells Kayla that she is going to catch Mason.

Annie goes back to H.E.A.T. and tells Jimmy that Mason was singing a Waylon Jennings song and that would explain the "W" on his neck. Luke is confused and Annie tells that Waylon Jennings was the first "outlaw" and tells that he is going to have to brush up on his music to get into a person's soul. Marco enters and tells that Mason killed again and this time, two dead bodies. Luke mentions that it is possible that a safe insurer is giving Mason information. Annie tells him to get on it. Earlier that evening, Laura meets Mason at her work and tells that the Marshalls were looking for him and they said that he was a killer. Mason lies and says it is for tax evasion issue. She forgives Mason and later that evening, Annie and her team find Laura's body in the trunk of a car with her throat slit. Annie and Jimmy visit the bank that insured the home safes and he tells that he doesn't do any business with Mason Boyle but tells that they do a lot for Cartwell Construction, the same company that Mason worked for. He sees that Paul Lofgrun was the one who appraised the safes. The insurance man tells that Paul was the appraiser of a total of 12 safes. Earlier that day, Paul meets with Mason and tells that the Marshalls are on to them and that it is over. Mason tells that he will get his cut when he is done. Paul tells that he is done. Mason walks away and tells him to tip the waitress good. He gets out of the restaurant and calls Annie. He tells that he wants to come clean but he is interrupted when Mason kills him from the back seat. Mason picks up the phone and talks to Annie. He asks what she looks like and she tells that he can turn himself in and find out. He says goodbye. Jimmy tells that it wasn't long enough of a conversation to trace the call.

Annie and Jimmy hypothesis and they feel that Mason is going to leave with the money and Daisy tells that he was seen in San Antonio. There was a 911 call and Mason tried to steal a car but the boyfriend has his gun and shot Mason. They said that he ran through the woods. They load up in a helicopter and spot Mason running through the woods. Annie gets the helicopter low enough and she jumps on him. Annie turns him around and realizes it is not Mason, but the boyfriend. The scene change with Mason in the truck and he dumps out the girlfriend and drives off. Back at the station, Annie tries to think of who Mason really wanted to give the ring to. Luke and Annie go to Odessa High and pull out Mason's school yearbook. The principal tells that he was in Choir and they find him with his "W" tattoo. A girl is looking at him they look at another picture of the girl and see that she has the "W" tattoo on her hip. Her name is Jessie Lyn and they feel that she knows where Mason could be. Mason meets Jessie Lyn and tells that he has changed and got money now.

Annie and Jimmy arrive at Jessie Lyn's office and Annie realizes that that Mason's daughter is also Jessie Lyn's as well. She realizes that Mason is back to killing and she tells where Mason is staying. They go to the motel and don't find Mason inside. Annie sees a hole in the wall and realizes that Mason is gone. The surveillance tape shows Luke escorting residents out and sees that he escorted Mason out too. Mason goes to Sissy's school and tells that he is her Daddy and for her to go with him. Annie gets word that there is a kidnapping and that Mason has his daughter and is planning to cross the U.S./Mexico border with her. Mason is driving and sees a road block up ahead. He tells that he loves Sissy and gives her a wad of money. He tells her that her mother is going to come and get her and leaves. The Marshalls pull up and see that Sissy is alone. She asks where Mason is and she lies and tells that he want North. Annie picks up on it and says that Mason is headed for the border. Annie tells Sissy that she used to cover for her dad too. They go to the borders and find Mason in the midst of the crowds. Mason jumps into the waters from the bridge and Annie follows. Annie catches up and they start fighting. Jimmy jumps in the water from the shore and helps Annie. They arrest Mason. Annie goes in the hospital and tells Kayla the good news. She gives Kayla the ring that Mason stole from her mother and tells to give it back to her. Kayla gives it to her mother and she is very happy. Later that night at the bar, the Marshalls celebrate their catch and Annie gets a call. She answers it and the episode ends.
