In order to stop Davis from blowing the police budget on things they don't need, Karen spends it on a new breathalyzer machine instead; it's such an impressive device that people are lining up to use it, causing traffic jams in the usually car-free roads. Lacey puts up a new bulletin board at The Ruby, but her strict policies cause everyone to seek out a new place to hang their notices. Brent tries to convince Oscar and Emma to make wills before it's too late.
