The Doctor and Romana, who has recently regenerated into her second incarnation, land on a war-torn planet, which the former recognises from previous misadventures: Skaro, the planet of the Daleks. The Doctor's implacable foes have reached an empasse in their war with the Movellans, a race of sentient androids. In order to resolve this stalemate, the Daleks search the ancient Kaled city for an individual that both they and the Doctor thought long dead: Davros, the decrepit and malevolent creator of the Daleks.
