The Doctor, Jamie and Victoria arrive in Australia in the early 21st Century where, upon meeting a man known as Giles Kent, they learn that the country is ruled by the Mexican-born Ramón Salamander with numerous scientific qualifications. By an amazing coincidence, Salamander is the Doctor's exact physical double.
Though Salamander is regarded by the general populace as a hero and saviour for his efforts to store solar energy and distribute it to the ravaged country, Giles Kent and others like him such as Astrid believe that he is attempting to establish himself as a dictator. Taking advantage of the unique opportunity with which he is presented, Kent implores the Doctor to impersonate his doppelganger so that he may learn the true nature of Salamander's plans for Australia and its future.
