Stewie & Brian discuss the (as mentioned) urban legend that the ghost of a young boy that was killed by a shotgun was captured in the apartment where 1987's “3 Men & a Baby” was filmed.
It was in fact a cardboard cutout of Ted Danson and the apartment wasn't a real apartment, it was a sound stage.

Stewie's (alleged) cousin is the character “Quark” from “Star Trek: Deep Space Nine” played by Armin Shimerman. He was a Ferengi who owned the bar on the station.
The person who says he'll be watching him is “Constable Odo”, Deep Space Nine's shape shifter Chief of Security voiced by Rene Auberjonois, who reprises his role from the series for this episode.

“Soap” was a sitcom that aired from 1977 to 1981. The joke partly being the cast of “Soap” would stand still while a similar voice over would happen and then the family would start fighting just like the Griffins.
The other part of the joke being Family Guy using references that out date some of it's viewership by a decade or so.
