When Brian accidentally sells Rupert at a garage sale him and Stewie go on a quest to find him. Meanwhile, Peter loses his drivers license and Meg has to drive him around. Surprisingly, they bond.

Joe: We got reckless driving, disturbing the peace, plus the driver of one of those other cars was a virgin whose hymen was busted by the airbags...so, rape.

One of the shows Peter puts himself into is the classic sitcom Cheers. The animation of the show looks almost exactly like the real one, and the lines exchanged were even often exchanged in the real show. George Wendt (who played Norm on the show) even voiced the animated Norm for this episode.
 
Smokey and the Bandit

Brian and Stewie get a ride from Smokey and the Bandit from the movie Smokey and the Bandit on their way to Colorado.
 
Peter: There is no Peter, only Zuul.

Peter's line is the exact line spoken by the character "Dana" in the hit movie Ghostbusters (Replacing Dana with Zuul, obviously).

The text on the Colorado welcome sign is a nudge at the fact that Colorado is well known, but not for good reasons. First for the fact that a young woman from Colorado, Katelyn Faber, accused NBA star Kobe Bryant of sexual assualt, leading to the star's public status downfall. Second, the Columbine shootings, in which two students from Columbine Highschool in Columbine, Colorado brought guns into school and killed several other students.
