When Lois runs for mayor of Quahog, she isn't the front-runner until she 'dumbs down' her political views. Once in office, she's corrupted by the power and starts accepting bribes so that she can buy herself expensive trinkets. Meanwhile, Peter's enjoying being the "first lady" and all of the perks that go along with it.

Stewie's portrayal of Mozart as he plays Haydn, Handel, and "Peter Griffin" is a reference to Milos Forman's 1984 movie Amadeus. In the movie, Mozart mocks the work of Joseph Haydn, George Frideric Handel, and Antonio Salieri.
The Japanese characters (Kanji) that are displayed behind Quagmire as he entertains an Asian woman, says Banzai. The word can mean quite a few things, including "long life" and an expression of joy.
