A former colleague of Togusa contacts him to ask for help with a case he has been working on. Unfortunately, before his colleague can meet with Togusa, his car plunges off of a road and explodes. Togusa is suspicious of the death because his colleague had been part of the special unit at police headquarters assigned to the Laughing Man investigation. Since it is a high profile case, Togusa is sure that his colleague's death was no accident.

Converting km to mph, Yamaguchi had been travelling almost 100 mph when his car swerved and crashed into the embankment.
 
While talking to Motoko at his desk, Aramaki doodles a few Laughing Man logos and then writes out and underlines twice the Japanese kanji 笑い男 which says Warai Otoko or "Laughing Man".
 
The Kanji outside of Yamaguchi's house, 忌中 (Kichū), says "In Mourning".
 
As in "SECTION-9", Togusa finds the solution to his investigation while looking in a mirror.
 
Steve Bulen, who voices Fūkami, voiced the Section 9 Staff Cyberneticist/Coroner in Mamoru Oshii's 1995 movie Ghost in the Shell.

Japanese Name Mispronounced
At the news conference, the reporter who had followed Chief Nibu asks the Superintendent-General about the intercepters from Serano Genomics. The English voice artist for the reporter mispronounces Serano, pausing on the first syllable. Although a company based in Holland, Serano is a Japanese company. Ernst Serano, later named that in episode 23, "EQUINOX", has his last name spelled in Kanji as 瀬良野, which can be see on the TV in a news report in episode 24, "ANNIHILATION". The Japanese seiyuu pronounce the name correctly, stressing each syllable equally, but the English voice artists will always pause on the first syllable in Serano.

Intercepters, also spelled as interceptors, as used in the world of Ghost in the Shell: Stand Alone Complex, are first mentioned in Chapter 4, "VIRUS>IMMUNE", in the 2001 manga Ghost in the Shell: Man-Machine Interface by Shirō Masamune.
 
Laughing Man Logo: The Catcher in the Rye
The words that encircle the Laughing Man logo, "I thought what I'd do was, I'd pretend I was one of those deaf-mutes", is taken from Chapter 25 of J.D. Salinger's The Catcher in the Rye.
