Arrested, relentlessly questioned, and then mysteriously released, Togusa has returned home to stew. He is no longer a member of Section 9 and his record has been cleared to show that he is a security guard who has been put on indefinite leave. Having been told to wait for orders from his superiors, but not knowing when those instructions will come, and not about to sit idly while he is blind to the truth, Togusa begins to examine the fate of Section 9 and its members.

Japanese Title: 「公安9課、再び」 - 「Kōan Kyūka, Futatabi」
The DVD translates the title as 「Public Security Section 9, Redux」 | At the library, inside the hat that the Major's puts on is the Laughing Man's name, Aoi. Written in Japanese as 青い, his name can mean blue (symbolizing the color of his rainments) and "green" or inexperienced as is shown by his brashness six years earlier by kidnapping the CEO of Serano Genomics in order to fix the wrongs made by the micromachine industry and the MHLW. |

Woman on Bus: 1995 Ghost in the Shell Movie
As Togusa rides on a bus, from his seat he sees a woman on another bus that looks exactly like Motoko. This moment eerily resembles that of a scene where the Major sees someone who looks exactly like her in Mamoru Oshii's 1995 Ghost in the Shell movie. The person that Togusa sees is not the Major. Rather, it is another woman in a standard body type. Motoko's outer shell is one that is a common model. It is what is inside the body that counts. Note in episode 22, "SCANDAL", when Motoko's friend Kurutan notes how plain her old body looks, but then looks at the chart to and realises the special enhancements that Motoko is able to add to her standard shell. | Etching in Library Stair Railing: The Catcher in the Rye
When Motoko descends the stairs into the library that Aoi works at, there is a scene that [AS] cut where she had her hand on the stair railing and then removes it to continue down the stairs. In the DVD version, the statement "Fuck you" is etched into the railing. Once again, this is a reference to The Catcher in the Rye by J.D Salinger. The first time that the statement crops up in the novel is when the protagonist, Holden Caufield, is waiting for his sister at her school. While he takes a moment to rest in a stairwell, he notices the graffitied statement on the wall. He is able to erase it, but later he sees the statement again on another stairwell wall and it is scratched into the wall. He then makes the comment: "It's hopeless anyway. If you had a million years to do it in, you couldn't rub out even half the 'Fuck you' signs in the world. It's impossible." Later, while at the New York Natural History Museum, he sees the statement etched into a wall near an Egyptian burial display. This leads to Holden's final comment on the subject: "That's the whole trouble. You can't even find a place that's nice and peaceful, because there isn't any. You may think there is, but once you get there, when you're not looking, somebody will sneak up and write 'Fuck you' right under your nose. Try it sometime. I think, even, if I ever die, and they stick me in a cemetary, and I have a tombstone and all, it'll say 'Holden Caufield' on it, and then what year I was born and what year I died, and then right under that it'll say 'Fuck you.' The hat that Motoko picks up and puts on when she enters the library, and later gives to its rightful owner, Aoi, is a reference to the novel The Catcher in the Rye by J.D. Salinger. At the beginning of the book, the protagonist, Holden Caufield, tells the reader that he purchased a red hunting hat in New York City.
