After issuing a warning to detonate five bombs within Niihama, an unknown group has set off four of those bombs, killing and wounding many bystanders. In each of the four instances, Section 9 arrives to late. The fifth bomb will go off soon, and Section 9 sans the Major are working non-stop to make sure there is no fifth explosion. Meanwhile, at the Central Intelligent Service Building, a master hacker has infiltrated the CIS's server. Making short work of its defence barriers, the hacker opens some secret files.

Initial Attack: Ghost in the Shell
The initial attack on the CIS Building initiates the Operator's defences. Entering containment mode, the Operator's fingers extend out of their hands in order to input data on their terminals at a faster rate. The scene is a reference to the 1995 Ghost in the Shell movie in which the Operator's of Section 9 and Dr. Willis both had fingers that could extend out of their hands for faster input.
| SPring-8
Bōma mentions to Arakami that he'd be able to get a more definitive answer on the bombing data if he could take it to SPring-8. The real-life facility, located in the outskirts of Kōbe, is also mentioned in "TESTATION" under the "Cultural References" section ("Harima Research Academy" and "SPring-8").
| The Hacker
Motoko's infiltration of the CIS Building with the help of the Tachikomas is a reference to Ghost in the Shell: Man-Machine Interface, the 2001 manga by Shirō Masamune.
| Poseidon Industries' Decatonchier: Ghost in the Shell: Man-Machine Interface
The Decatonchier, created by Poseidon Industries, is a massive computer array able to filter enormous amounts of data in the shortest amount of time possible. A similar model, the Sci-Tech Bureau's Hecatonchier, was used in "DECOY" by Ishikawa to sort through the testimony of Nanao's former colleagues. The concept of the Decatonchier is taken from the 2001 manga Ghost in the Shell: Man-Machine Interface by Shirō Masamune.

The Japanese Miracle
It is apparant from Motoko's talk with the virtual body of Gōda that the Japanese Miracle, and also the Asian Miracle mentioned in "CAPTIVATED" and "EXCAVATION", refers to micromachine scrubbers. Created by Poseidon Industries, formely Greater Japan Technical Research Institute (see third note for "EXCAVATION"), the scrubbers are able to reduce the radiation levels of areas that had suffered due to a nuclear blast or nuclear fallout (nuclear winter). The micromachines have been discussed before in "DECOY" during the weather report/Laughing Man Incident that Motoko watches, and in "NOT EQUAL" where Section 9 heads to an old nuclear radiation scrubbing facility, a place that manufactured the micromachine scrubbers.
