Race Bannon and Dr. Benton Quest have been looking over the boys since their first appearance in the series, though in hopes of gaining the full benefits available, they wish to form a legal partnership. However, Judge Mentok the Mind-Taker doesn’t have the authority to preside over such a case, so Harvey must go before the highest court in the land, though he receives some unexpected help from Birdgirl.
