Haven prepares for the annual Boat Parade as the demoted Nathan arrives at the station. Officer Paul Stark is bringing in Dwight, who he caught breaking into a meat packing factory with a crossbow. When Dwight says that Nathan can clear it up, Stark gleefully informs him that they have a new chief, Merrill, and the Troubled won’t be getting special treatment anymore. Nathan walks up and tells Stark that he’ll deal with it. Once they’re alone, Nathan brings Dwight up to speed and warns that Merrill is a reformer and apparently doesn’t know about the Troubles.
Stark goes into the station restroom and removes his gloves. He discovers that his hands have turned black and wonders what he caught at the meat-packing factory. The blackness spreads through his body in a matter of seconds and he collapses, dead.
Nathan goes to his desk and sees Audrey preparing for her date that night with Chris as he returns from London. She insists that it’s not a date but admits it’s been a month since she’s seen Chris. Duke arrives and asks to see Nathan. He tells Nathan that he’s no longer chief because Evi tipped Driscoll off about Nathan’s secret file. Duke doesn’t know how Evi is involved but suggests that they get Evi to the station under a ruse and then interrogate her together. They notice black fluid leaking from the restroom.
Chris comes to see Audrey and kisses her as the officers look on. He closes the door and kisses her again, but Audrey nervously suggests they go to the parade, but Chris isn’t interest in seeing anyone but her. However, Nathan calls Audrey to the restroom and she leaves. They find Stark’s body and Chief Merrill finds them. Duke makes a hasty exit and Merrill suggests that Paul was the target of a chemical weapon. He tells Nathan and Audrey to see if there are any fanatical local groups who could have used such weapons.
Audrey and Nathan go through Stark’s belongings, and Nathan tells Audrey about Evi’s betrayal. They wonder if a Troubled may have resented Merrill’s appointment and call to see if Dwight was responsible. Dwight says that he had nothing to do with it and suggests that Nathan should trust him. Meanwhile, Duke brings Evi in and she reveals that her hands have started turning black. Merrill sees her and assumes that the disease is biological and airborne. He locks Evi in the break room and then tells everyone that he’s ordering a lockdown. No one will be allowed to leave the building.
As night falls, Merrill calls who he claims are the state police and tells them that he’ll do what he has to. The chief then tells Nathan that the contagion hasn’t spread and they’re doing the right thing. Nathan hands over the list of people in the staff, including Dr. Hugh Underwood, who has offered to look after the sick. Merrill tells Nathan that he’s shut down the land lines and locked the doors, and orders Nathan to collect all the weapons and cellphones. After a moment’s hesitation, Nathan hands over his gun and his phone and goes to inform the others.
Audrey puts her backup gun in an evidence folder as Chris suggests that he use his ability to convince Merrill to let them go. She tells him it isn’t a good idea and then gives the envelope to Stan to book into evidence. Audrey then goes to the restroom where Underwood is examining Stark. He tells her and Nathan that it isn’t a virus or poison that he’s ever seen.
Once he leaves, the officers figure that someone Troubled is responsible and that the person is still in the building. Audrey goes to check on Evi while Nathan calls Dwight on Stark’s radio. The cleaner is parked outside and tells Nathan that the state police and CDC have been tipped off that any calls they receive are pranks. Nathan tells Dwight to stand by and then tells Audrey what he’s learned. They conclude that Merrill is Troubled and is isolating them to protect himself. When they confront him, Merrill tells them that anyone leaving the building will be shot on sight. Audrey suggests that he’s Troubled and Merrill says that he’s there to deal with the Troubled. As he talks, the black poison spreads through his body in a matter of seconds, killing him.
As they remove Merrill’s body, Nathan checks the chief’s cell phone but discovers that it’s password-protected. He calls Dwight, who has spotted three shooters outside. Nathan tells Dwight to head to the sheriff’s office to get some backup. Meanwhile, Audrey finds Merrill’s access card but Nathan points out that they can’t leave without endangering the entire community. She goes to interrogate the others while Nathan talks to Evi. She fakes a collapse and pickpockets the access card from his back pocket. Nathan then tells her that he knows she sold him out to the selectmen and asks why she’s working with Driscoll. Evi claims that she got in too deep and Driscoll and several others forced her to get Nathan out of the way. They said that it would help Duke but doesn’t know how. Duke comes in and asks her to explain, and Evi says that her superiors said that Duke was important and Nathan as chief would interfere with Duke. He figures they paid her but Evi insists that she believed them because they said Duke was special. Duke warns her that they could all die and asks for the truth from her for once. Evi has nothing else to say and Duke walks away, and she then goes to the window and sees the shooters outside.
Audrey meets with Nikki Coleman, a secretary for a contractor who came in to file a building permit. As she tears nervously at a Styrofoam cup, Nikki admits that she talked to everyone in the station. Audrey dismisses her and Chris comes in. He wants Audrey to release him, but she says that she can’t afford him special treatment. Nathan comes in to tell Audrey that Evi has disappeared, and he realizes that Evi has the access card.
Evi goes to the door, opens it with Merrill’s card, and drops the card on the floor. She calls out to the shooters and Duke spots her. He begs her to come inside, but Evi says that she’ll give him the answers he wants. A shooter opens fire and hits her in the chest, but receives orders not to shoot Duke. Duke takes her back inside but can only watch as she dies. He picks up the access card and prepares to run outside. He punches Nathan, who punches him back and knocks him out.
Audrey goes to Merrill’s office and notices pieces of torn-up Styrofoam in his wastepaper basket. She calls in Nikki and explains that Merrill and Stark both died after coming into contact with her. Nikki says that she’s not allowed to be seen with Audrey, but Chris comes in before she can explain. He asks Nikki to reverse his condition but Audrey stops him and asks why he’s changed. Chris decides to leave for the hospital but Audrey warns him that his ability isn’t faster than a rifle. She asks him to let her talk to Nikki alone and Chris says that he wishes his affliction worked on her. Angry, Audrey walks away from him. She asks Nikki if she’s suffered any recent trauma, but Nikki insists that she can’t say anything because her husband is back and will kill her. She admits that she was abused and that’s why she visited the station. Audrey tries to reassure her but Nikki says that she’s never safe despite the fact that she ran away. Her husband found her today and said he’d kill her if she talked to the police.
Underwood approaches Chris and asks what’s going on with Audrey and Nikki. Chris tells him that Audrey is focussing on Nikki while he’s dying, and Underwood offers to get him to the hospital to the help. When the doctor says that he needs a gun to get out, Chris remembers the backup gun that Audrey hid and asks Stan to get it for him.
Audrey tells Nikki that all the years she spent absorbing her husband’s abuse caused her Troubled ability to manifest. She asks Nikki to reveal her husband is, but realizes that he must be in the station. Underwood storms in with the gun asks for a word with his wife. He gathers everyone in the main room and says that he has to deal with Nikki because she went against his orders. Underwood points out that everyone is dying but him, and figures it’s because Nikki believes he’s the only one who understands him. Chris tries to get through to Underwood, but Audrey realizes that he got Underwood the gun and tells him to stay out of it. Underwood prepares to shoot her but notices that she’s not sick like the others.
Nathan locks up Duke in a cell and receives a call from Dwight that the sheriff is on his way. However, the cleaner warns Nathan that the shooters picked up the call and are coming in the back to wipe everyone out. As Nathan goes to meet Dwight, Duke insists that he should go along but Nathan refuses.
Underwood prepares to kill Audrey and Chris distracts him. Meanwhile, Audrey tells Nikki that she has to fight back. The woman stands up and confronts Underwood, telling him to stop. He aims the gun at her and tells her to apologize or die. Nikki refuses and dares him to kill her. She tells him to rot in hell and the black poison spreads through his body in a matter of seconds, killing him before he can shoot. Nikki worries that she killed him, but Audrey says that she saved the others. Nathan comes in and tells Audrey that the shooters are on the way. She gives Nathan her backup gun and then turns to look at a shocked Chris.
Nathan goes to the back door just as Dwight comes in and shoves him out of the way. A dozen bullets penetrate the door and then the shooters run away. Nathan realizes that every shot hit Dwight, who reveals that he was wearing a bulletproof vest and explains that his Troubled affliction is that bullets tend to find him. Nathan admits that he might need Dwight around.
As the station recovers from the lockdown, Duke contemplates Evi’s corpse. Driscoll comes in and offers his condolences for his loss. He points out that Evi is another innocent victim of the Troubled, just like his wife Penny, and offers his help. However, Driscoll tells Duke that he’ll have to prove that he’s worthy. As the reverend walks away, Duke thanks him.
Audrey asks Dwight to make Evi’s death look like an accident or suicide. Nathan objects but Audrey says that they can’t conduct an investigation if the state police think something more is going on. Dwight assures them that he can handle it and asks Nathan for permission to do so. Nathan glances at Driscoll and then agrees. He then tells Audrey that Merrill talked to Driscoll on his cellphone during the lockdown.
Later, Audrey meets Chris on the dock. He admits that he screwed up and lost her trust, and explains that he gave into his affliction and almost got people killed. He apologizes about his comment wishing she wasn’t immune and insists that he needs to be with her. Audrey reminds him that he once said he wanted her because she was her, and refuses to be the person who keeps him as himself. Chris decides it’s better for both of them if he goes away from anyone. Once the Troubles end and he goes back to normal, he wonders if he’ll become someone that Audrey can love.
