"Seven minutes to midnight" is a reference to the Doomsday Clock, a Bulletin of the Atomic Scientists magazine representation of how close humanity is to destroying itself by way of nuclear war. When this episode aired, the clock was set at seven minutes to midnight, which was the first setting when the clock was created in 1947.
