New Bully on the Block
The kids must face two bullies when a new kid, Ludwig, returns and wants the vacant lot for himself.
Phoebe Breaks a Leg
When Phoebe breaks a leg after being hit by a truck, Helga believes it's her fault (and it is), so she starts being nice to Phoebe. Yet when Phoebe's leg heals, she decides to stay disabled for a little longer.

"New Bully on the Block" involves all the people who played Arnold. Toran Caudell (Arnold for Season 1 and part of Season 2) plays Wolfgang. Phillip Van Dyke (Arnold for most of Season 2 and all of Season 3) plays Ludwig. Spencer Klein (the last voice of Arnold, not counting the voice of Arnold in "The Journal") is Arnold. In the "Special Thanks" part in the credits, there were special thanks to JD Daniels, who played Arnold in the Harriet the Spy version of "24 Hours to Live." |

At the beginning of "New Bully on the Block," Helga's first lines were "crimeny football head," but when she said it, her mouth wasn't moving. | This is supposed to be a kids show, but why did Helga state that Wolfgang and Ludwig were "beating the crap out of each other"? |
