ADA Allyson Russo meets her confidential informant on an isolated bridge in the forest. The CI stays in his car while his driver, Frank Murphy, meets Allyson. She recognizes him as an enforced for Whitey Doyle, a former mob boss, and demands that Doyle meet her personally and turn over his evidence. Before Doyle can get out of his car, masked men open fire from the woods. Murphy is hit in the stomach but manages to get to the car and drive away with Doyle. Allyson pulls out the other way, knocking down one of the assailants.
A week later, Allyson meets with Winston to hire Chance. She explains that she's been trying to put away the Westland gang, but somehow they found out about the meeting with the CI. Since then, someone has hacked her computer and searched her apartment and car. The police have assigned men to watch her, but she wants someone like Chance who can concentrate on finding out who is after her. Chance doesn’t show up and Winston goes upstairs to collect his partner, who is watching a Western and eating Chinese food with Carmine. Winston insists that they could use someone as well connected as Allyson to bring in more clientele, and Chance goes downstairs. He explains that his plan is to make her look vulnerable so that the killers will strike again, and then Chance can deal with him. Allyson wonders what Chance's qualifications are as a bodyguard, but he avoids the question and demands to know who the CI is, figuring it's key to the problem. Allyson finally tells him that it's Whitey Doyle, former leader of the Westland gang. He disappeared ten years ago and only resurfaced to provide evidence against his former gang. Chance wonders why Doyle chose her and she claims it's because she's the only one who is willing to go up against the mobsters. Chance figure she doesn't have a chance of succeeding, and cheerfully takes the case.
Chance pretends to be Doyle's lawyer and goes to see Allyson as she meets with the other DAs. He tries to negotiate Doyle coming back and getting immunity. Harris, Allyson's supervisor, objects and demands to know how Chance thinks he can get immunity. Allyson tries to step in, figuring that Chance knows nothing about the law, but Chance deftly recites case law proving his point. As they leave, Allyson wonders if he's a lawyer. Chance claims he isn't, while Winston calls to tell them that he's discovered Allyson took a $50,000 bribe during a racketeering case. He admits that she returned the money and when Chance confronts her, she insists that she isn't on the take and doesn't say anything further.
Inspector Wes Gibson and one of his men drive chance and Allyson to the next meeting with Doyle. Gibson thinks that Allyson should leave security up to the police, and Chance wonders what he would have done. When Gibson describes the bridge, Chance figures that he knows way too much about it, given it wasn't described in Allyson's report. He attacks Gibson's man and throws him out of the car. Gibson tries to shoot, Chance disarms him, and they struggle in the front seat. Chance manages to throw Gibson out and regain control of the car
Chance steals a new car and Allyson wonders how Gibson is involved. As he goes through Gibson's car, Chance finds a tracking unit and figures that's how Gibson is tracking her. They drive away and realize that Gibson and his people are following them. He tells her to strip so they can figure out where the bug is planted. Allyson reluctantly does so while Chance calls Winston and has him call on an old friend from his days as a policeman. Chance drives through a red light to temporarily delay Gibson, and they realize that the tracking unit is inside of Allyson. Chance calls Guerrero and arranges a rendezvous. When Guerrero gets in, he wonders why Allyson isn't naked yet.
Winston goes down to the harbor to meet with Detective Al Jenkins, his friend from Internal Affairs. When he hears what's going on, Jenkins warns that the Westland mob had Gibson and a number of other crooked cops on their payroll. Gibson has a perfect reputation and only IA knows the truth, but they can't prove anything. Jenkins also tells Winston that Allyson took multiple bribes and was apparently on Doyle's payroll, and that Doyle has a ledger that listed everyone he pulled off. Jenkins tells Winston that Allyson isn't worth it and leaves.
Guerrero is eager to cut Allyson open but Chance starts they start small. Instead, Guerrero uses a scanner to confirm that the tracking unit is in Allyson's stomach. He has Chance drop him off so he can find a friend to jam the signal since there's no way to remove the signal. Chance then calls Winston, who tells him what he's discovered about Allyson. Chance demands to know why Doyle kept giving Allyson money, and she tells him that Doyle is her father. He left his wife and daughter when Allyson was two and never came back. Chance figures they need to get the ledger from Doyle, and Allyson suggests that Doyle will take the injured Murphy to a hospital where a doctor on Doyle's payroll works. Gibson's men are following again, hoping that Allyson will lead them to Doyle. Chance loses them by driving down an alleyway, blocking it with the car, and then running out the other end with Allyson.
Winston calls Jenkins and tells him that they've confirmed that Allyson is honest. Winston says that he left the force so he could do the right thing, and now is the chance for Jenkins to join him. Jenkins gives in and tells Winston to have Chance escort Allyson to the courthouse. There she can meet with Judge Heard, an honest judge who will hear the case against Gibson.
As they take a taxi to the hospital, Allyson explains that Doyle put the money in her checking account to pay for his wife's medical treatments when she had lymphoma. Allyson refused to accept the money from his corrupt activities and sent it back, even though she had to go into debt to cover the bills.
Guerrero meets with his friend Omar, an electronics expert. He's working on removing a parole bracelet from Scar, a parolee. When Scar objects, Guerrero electrocutes him with Omar's equipment and then asks Omar how they can jam the signal. Omar admits that there's no way to duck the signal and suggest Allyson hide in a microwave oven.
Chance and Allyson arrive at the hospital and easily locate Murphy, who is in a bed being treated for his gunshot wound. Allyson convinces him to call Doyle, and then she takes the phone and insists that he owes her and he should send the ledger to the courthouse. Doyle agrees and has Murphy make the arrangements. Gibson's men close in and Murphy asks for Chance's gun. He admits that he's been protecting the Doyles all his life, and he'll protect Allyson the same way. As Chance and Allyson slip out the window, one of the crooked cops comes in and Murphy shoots him to cover their escape.
Gibson arrives after Murphy is killed, and Jenkins and two of his men come in to arrest him. Jenkins warns that the people named in the ledger will finally pay for their crimes, and doesn't care who they are. Gibson says that he should, and one of Jenkins' men shoots his supposed boss.
Guerrero meets with Winston at the office and tells him that it's possible to confuse the tracker by concealing the signal with a larger microwave generator set at the proper frequency. He has an idea how they can do that.
Chance steals an ambulance and drives to the courthouse. Allyson wonders why Murphy gave up his life for Doyle, and why her father walked out on his family. Chance suggests that he did it to protect his loved ones: something he can understand personally. Winston calls and tells them that Jenkins is dead and Gibson has framed Allyson for the murder. Now he has men surrounding the courthouse and there's no way in. Allyson wonders if they should run but Chance warns her that Gibson and his people will eventually catch up to her. She agrees to go to the courthouse and Chance calls Guerrero to see what he's come up with.
At the barricades surrounding the courthouse, the police officers watch as the ambulance comes straight at them. It crashes into a barricade and they realize that Chance rigged the wheel and the accelerator. Meanwhile, Chance and Allyson slip into the courthouse by the side door. They split up and Allyson goes to Heard's office.
Gibson and two of his men follow the tracking signal to a storeroom. They discover that Chance has rigged the first tracking unit from Gibson's car to emit a more powerful microwave signal set to the same frequency. Chance attacks Gibson and fight for the cop's gun, and Chance manages to shoot one of the other cops with it. He shoves the second cop into a bookshelf while Gibson pulls out an expandable baton. When he moves in, Chance disarms him and Gibson runs away.
Allyson goes to Heard's office and discovers that her father is there with the ledger. He tells her that the evidence will take care of Gibson. She wonders why he's willing to go to jail and explains that he did it to save his daughter. He can't be a father until he accounts for all of his illegal actions. Chance calls from outside and Allyson goes to the window to watch him. He tells her that she's done running, and she wonders if he is. Chance just turns and leaves.
Later, Allyson comes to see Winston and tells him that there have been over 60 arrests thanks to her father's evidence. Gibson is still missing, and she's worried that Gibson will come after her. Winston assures her that his partner doesn't like loose ends.
Gibson is on the run and goes to ground at a cheap hotel. He goes into his room and finds Chance waiting for him... with Gibson's baton at the ready.
