Chase, wearing skydiving gear, plummets toward the Sentronics office building. On the street below, Winston is tracking his partner’s movement and proximity to the building.

Winston tries to get Chance interested in a retrieval mission, but his partner would rather plan a date with a normal girl that he met at a bookstore. Winston finally gets Chances attention when he mentions that they need to break into Sentronics. Their employer is the father of Martin Gleason, a weapons designer and genius who hasn’t left the building since the death of his partner, Kozinski, from a heart attack. Martin sent a letter to his father with a secret Morse code message explaining that he was a prisoner and the company murdered Kozinski. When Chance talks about how it sucks to be young and imprisoned by people trying to use you, he realizes that Winston is looking at him and tells his partner not to think that it has anything to do with Chance’s background.

Chance is two minutes away from the building when Guerrero arrives at the van. He gives Winston up-to-date footage of the roof… including the new security camera that has been installed.

Winston enters Sentronics as a water deliveryman but is unable to get past the lobby. He confirms that the building is equipped with heat sensors, motion detectors, and cameras, and ex-soldiers working as security guards. He confirms that the rooftop is the weak point in the system, and that Chance can enter via the roof.

When Winston informs Chance about the new camera, Chance tells him to determine its blindspot. There's a 2' ledge and Chance manages to land on it. However, the wind blows his chute off and he clutches at the camera's cable to support himself. The camera goes out and one of the owners, Leonard Kreese, figures that something is wrong. He sends Timmons to investigate. The security guard finds the cable but doesn't spot Chance. When he goes back inside using his security card, Chance jams the door with his goggles and knocks the guard out. as he goes in, Winston warns him that once inside the building, jammers will cut off all communication from the outside.
Martin is in his office working on a weapon and talking to his goldfish. He's talking with someone via interoffice chat, unaware that it's Layla, the technician in charge of watching him. Meanwhile, Chance disguises himself as a janitor, knocks out a guard, and uses him to get past the retinal scanner on Martin's office door. Once inside, Chance continues his pretense and secretly warns Martin not to act abnormally. As he works, Chance sprays a corrosive on the window and explains that they're going to use a hidden chute to leap out of the building and get to the street below.
In the security center, Kreese checks on Martin via the security cameras and tells Layla to keep an eye on him because of his value to the company.
As Chance works, Martin explains that the Burmese government destroyed a hospital in their own country, supposedly to get at terrorists, and used a plasma cannon that he had created. Sentronics sold the cannon to them. Martin and Kozinski went to Kreese, who had Kozinski killed and made it appear like a heart attack. After that, Kreese imprisoned Martin within the building to keep him from leaving.
The window shatters and Layla receives the security alert. Kreese sends security guards to investigate, and tells them not to harm Martin. The guards come in and open fire. Chance takes them out but a stray shot destroys the chute. Chance has no choice but to take Martin down the stair, but Martin warns that the security system is airtight. Chance writes a note and attaches it to the chute, and then tosses it out to the street below. Winston and Guerrero read the note and realize what's happening.
Kreese orders Layla to analyze the security footage of Martin's office and identify the intruder. She realizes that Chance made sure to conceal his face from the camera, but captures an image from his reflection in the window and starts running it through facial recognition software. When she discovers that Chance has incapacitated the cameras in the stairwells, Kreese orders her to use thermal imaging to pinpoint the fugitives. He then sets off the fire alarm to get everyone else outside so she can focus on Chance and Martin.
When Chance hears the fire alarm, he realizes what's going on and asks if there's an off switch for the security system. Martin realizes that there is a way to shut it down.
Kreese contacts his partner, Vivian Cox, who tells him to resolve the situation before Martin is hurt. She warns that they need him in one piece to complete his work for Sentronics. As Layla tries to identify Chance's image, Martin informs Chance that they can use his microwave projector to fry the security systems. They need to get to it in the sterile Black Room.
In the van, Winston figures that they need to call in the cavalry. In this case, it means getting the FBI to investigate it after convincing the that Sentronics represents a national security threat.
Chance gets Martin into the ventilator shafts so that they don't show up on the thermal imagers. However, Chance realizes that Kreese will soon figure out what they're up to and take other measures. They crawl through the vents toward the Black Room.
Winston impersonates a police officer, takes Guerrero to the FBI office, and claims that Guerrero is his informant off the streets. As they wait, Guerrero quickly removes the handcuffs and insists that he's not going to be imprisoned again. Winston warns that he'll have to wear the handcuffs to pull off the ruse, and that nothing will happen. Guerrero reluctantly puts them back on as FBI Agent Fouts arrives to talk to them.
Kreese realizes that Chance has taken refuge in the ventilator shafts and has Layla open the access grates. One grate opens below Chance and he manages to leap to the other side just in time. He convinces Martin to jump over and the developer barely manages to make it across.
Kreese tells Layla to turn up the temperature and flush the fugitives out. Vivian arrives and tells him that his plan will take too long. She tells him to check the temperature in each room and look for the slight rises caused when the fugitives pass over the rooms.
Guerrero tells Fouts that he has information about Sentronics' involvement with the Burmese government. Fouts tells them that the FBI knows that Sentronics is up to something, but has no way to prove it and the testimony of a street-level informant won't help them get a warrant. Fouts is called away and Guerrero tells Winston to get him out, or he'll do what he has to so he can get out.
Chance and Martin get to the Black Room. To bypass the security camera, Chance uses Martin's cell phone, takes a picture of the room, and then hangs the phone's screen in front of the camera. they then drop down onto the table to avoid the pressure sensors in the floor. As they go down, Chance realizes that Martin is carrying his pet goldfish, Meredith with him. Martin admits that he couldn't leave her behind. Chance then climbs across a roof trolley to the microwave cavern and pulls it back to Martin so he can work on it.
Layla pinpoints the fugitives in the Black Room and Kreese orders his men to open fire on both men. When Vivian reminds him that they need Martin alive, Kreese tells her that it's too late for that. He talks to her in private and explains that they have to kill Martin to protect Sentronics. As they talk, they're unaware that Layla is listening to them.
Fouts returns and tells Winston that the Department of Defense wants Guerrero under arrest, since he's been getting too close to Sentronics and national security measures. Winston refuses but Fouts says that he needs something to pin on Sentronics or Guerrero is being sent to the DoD. Guerrero spins a tale about how the Burmese government has decided to eliminate Sentronics as the middleman by sending in someone to abduct Martin and have him develop the cannon for themselves.
As Martin works, Martin explains that Vivian manipulated him into developing the cannon for Sentronics. Chance sympathizes, noting that he had a superior who once did the same thing to him. Martin wonders how he got out and Chance explains that he ran, changed his name, and created a new life for himself. His boss wasn't a nice man.
Kreese's security team arrives and Chance shoots out the lock to stall them. While the men start cutting through the door, Kreese orders Layla to activate the fire suppression system and flood the room with halothane gas. When she refuses, warning that the gas is lethal, Kreese activates the system himself. Fouts calls him and asks about the tip he received about the abduction. Kreese says that everything is okay, despite the fact that Fouts knows about the fire alarm.
Martin works desperately to finish the microwave projector before the gas reaches lethal levels. When he hesitates, warning that the projector could explode, Chance triggers the weapon. The power goes out and the fire suppression system shuts down.
Fouts tells Winston and Guerrero about Kreese's denial. However, when he gets word that the power has gone out, Homeland Security orders him to investigate. He tells Winston to leave with his prisoner and drives to Sentronics.
Frustrated, Kreese grabs a rifle and leaves to go after Chance and Martin. Layla comes up with a positive ID on Chance from her data search, but hides the information from Kreese. When she warns that Chance is dangerous, Kreese tells her that he's also dangerous.
When the security team finishes burning through the door to the Black Room, Chance looks for an escape route and spots the plasma cannon. A shock wave passes through the building. When the security team enters, they discover that Chance and Martin have burned a hole through the floor and escaped.
The two fugitives get to the elevator shaft and rappel down. Martin isn't very good at it. Chance arrives in the elevator at the ground floor and finds Kreese waiting for him. The two men fight and Chance finally shoots Kreese dead. Martin arrives but they figure that more security guards are waiting for them in the lobby outside. Chance merely smiles in triumph, and then uses a radio detonator to set off the stun grenade in the water dispenser that Winston planted earlier during his reconnaissance.
The two men go outside and find Fouts and his FBI team waiting for them. Vivian arrives and accuses Chance of breaking in and destroying government-funded property. Martin finally finds his backbone and denounces Vivian, saying that she held him prisoner in the building and had Kozinski killed. Fouts arrests all of them, and has a man take Chance to a car. The man is called away by Fouts, and Winston shows up to reveal that he called the man off. He drives off with his partner. Meanwhile, Layla approaches Martin and apologizes for not helping him. She explains that she was the person chatting with him on the computer line, and he's happy to see that she isn't the large sweaty guy he figured she was. Layla gives him a bottle to put his goldfish into.
Later, Winston and Chance meet. Layla has called Winston and told him that she didn't find anything from her check on Chance. However, she warns him that an automatic e-mail was sent when she ran the check. Winston has tried to trace the e-mail but discovers that whoever arranged for it bounced it through multiple servers, rendering it untraceable. He notes that Chance taught him how to cover e-mail discoveries using the exact same techniques. Chance simply walks off, and Winston asks Guerrero what's going on. Guerrero figures that whoever is looking for Chance just got one step closer to finding him... the man who Chance used to work for.
