I have to say that John M. Jackson (Adm. Chegwidden) may have been the most critical new main star added to the cast. The prior actor in that role was wimpy and weak (pusillanimous). I think his addition to the cast created the foundation for the future of the series.
I think that is why David Andrews was picked to replace Jackson, as he could continue portraying the hard driving military officer that was feared, but respected.
