Cheetah, voiced by Sheryl Lee Ralph

History: Dr. Minerva used to be a scientist who performed experiments on herself due to lack of funding, resulting in her mutating into a half-human/half-cheetah hybrid. She was spurned by her colleagues and was forced to resort to crime, in hopes of funding another experiment that would turn her back to normal. Her despair led her to band with Lex Luthor's Injustice Gang. After their first battle with the League, Cheetah matched strengths with Batman but was foiled by Wonder Woman. Afterwards, while Batman was being held, he reached out for Cheetah, who confided her past in him. Batman showed sympathy towards her and both shared a kiss. Consequently, such occurrence was enough reason for Luthor to believe that Cheetah was a traitor, so she was taken away by Grundy, who was supposed to execute her (see Note #? about Cheetah). However, she was later seen shackled inside a paddy wagon and was taken away with the rest of the Gang.

Cheetah later appeared robbing a gold vault together with Blockbuster, Copperhead and KGBeast, but was effectively thwarted by Wonder Woman.

Afterwards, she was seen as a member of Grodd’s Legion of Doom and fought alongside the fraction loyal to Luthor. She was also one of the few villains who survived the destruction of the Legion’s headquarters at the hands of Darkseid.

Felix Faust, voiced by Robert Englund

History: Felix Faust was a professor of archaeology with an interest in the mystic arts. He was eventually sacked from the University because of his heretical ideal and swore revenge on those who mocked him. Then, he embarked on a quest for ultimate knowledge which led him to Lord Hades, with whom he made a pact: Hades would grant him his wish, if Faust could free him from Tartarus. For that, Faust needed to find the fragments of a key that would unlock the gateway to the Underworld, which is located in Themyscira. So, Faust held Hippolyta and all Amazons hostage and coerced Wonder Woman into finding the fragments for him. Even though the League tried to stop him, Faust managed to open the gateway and free Hades, who betrayed his benefactor and transformed him into decrepit old man. When the League was fighting Hades, Faust mustered the strength enough to strike him, but Hades retaliated fiercely and knocked Faust out. When Wonder Woman destroyed the Key, it created a whirlwind that sucked everything in sight, including Faust, who was reduced to dust in the process.

A few years later, Tala collected Faust’s mortal remains and trapped his spirit in a mirror. Faust tricked her into performing a spell that freed him and trapped Tala in his stead. Then, he took control of the Annihilator and raided Tartarus, overthrowing Hades. However, these circumstances created an abnormality in the balance of the world, so Wonder Woman and Shayera were compelled to join forces with Hades to defeat Faust — and so they did. Faust’s soul is currently being tortured by Hades in Tartarus.

Deadshot [Recurring (S01, S02, S04)], voiced by Michael Rosenbaum

Real Name: Floyd Lawton
Position: Mercenary, freelance marksman, member of Task Force X

History: Although resourceful, Deadshot is a mercenary without any kind of principles; his only interest is money, and he hires himself out to the highest bidder. He was hired by Orm to kill his brother, Aquaman, and almost succeeded the first time. However, Batman foiled his second attempt, and threatened him into confession the identity of his benefactor.

Shortly after Superman’s apparent death, Deadshot was seen looting along with other villains. He even attempted to kill Batman but was thwarted by Superman, who grabbed his projectile with his bare hand.

Seconds before getting the electric chair, Deadshot was forcibly recruited by Colonel Rick Flagg Jr. into Task Force X. Together with Captain Boomerang, the Clock King and Plastique, Deadshot (as Floyd Lawton) infiltrated the Justice League’s Watch Tower in order to steal the Annihilator. He and Plastique were set to create a breech in the reactor room so as to keep Captain Atom busy containing the leak. The team successfully retrieved the Annihilator, but barely managed to escape at the cost of losing Plastique, thanks to Deadshot, who blew up one of Plastique’s bombs just a few feet away from her. Deadshot was told then by Colonel Flagg that he had signed up for missions like that one for five years. Task Force X disbanded after Cadmus’s dissolution, and subsequently its members were released. Deadshot’s status is unknown, however.

Gorilla Grodd, voiced by Powers Boothe

History: Grodd is a would-be despot who tried to conquer Gorilla City with advanced mind control technology. Solovar, chief of security for Gorilla City, foiled his plans, but Grodd managed to escape and swore revenge against his fellow primates. Grodd enlisted Central City scientist Dr. Sarah Corwin, with whom he kept an e-mail relationship, and with her help he cloaked Central City in a similar shield that protects Gorilla City, preventing anything from getting in or out. Using his mind-control helmet, Grodd controlled the population of Central City and proclaimed himself their leader. He wanted to use Central City as a hidden base from where he would launch a nuclear assault against Gorilla City. While the Green Lantern and the League hurried to destroy the bombs, the Flash and Solovar went to stop Grodd. The Flash swiftly crossed some wires of Grodd’s mind-control helmet and tricked him into using it, causing it to short-circuit Grodd’s mind.

Grodd later rounded up a group of super-villains called the Secret Society, composed by Giganta, Killer Frost, the Parasite, Shade, Sinestro, and Clayface, and planned to confront the League. It is then revealed that the previous mind-control helmet incident had granted Grodd mental powers, which he used to affect the Leaguers’ moods, resulting in their imminent disband. Then, after Grodd had captured each Leaguer, he interrupted a football halftime show to kill them publicly. However, he was thwarted by J'onn, who was posing as Clayface. The two teams fought once again, and the Secret Society was ultimately defeated.

Finally, Grodd gathered together a new Secret Society — the Legion of Doom (although never being referred to by such name). Given that the Justice League expanded into a bigger organization, Grodd felt that super-villains also needed to band together in the same fashion as the League. The Legion was a co-operative organization, whose members would protect each other in case they crossed paths with the League. In exchange of the supplies and protection, Grodd took 25% of the gross of each scheme. He coerced Lex Luthor into joining the Legion by holding the last remnant of Brainiac as a bargaining chip. He used the Legion to retrieve various artifacts, such as the Spear of Longinus, a giant rock of Kryptonite and the Viking ship frozen in a glacier, although the latter two were foiled by the Justice League. Later Grodd stole the Heart of Nanga Parbat and used it to enact his master plan of turning every human on the planet into apes, which he managed to do momentarily until he League reverted the process. Given the absurdity of Grodd’s so called master plan, Luthor shot him and usurped his position as the Legion’s leader. Grodd was kept prisoner in the headquarters, because Luthor still needed him to reveal how to reconstitute Brainiac from his last fragment, and thus reclaiming the godlike power he gained when they melded together.

In the depth of space, Grodd was released by a scorned Tala, who wanted revenge against Luthor. Grodd led half of the Legion against the other half that supported Luthor and eventually got some taste of revenge when he kicked Luthor for a couple of rounds. However, when he attempted to use his mind-control powers, Luthor reverted the effects and forced Grodd to step into an airlock. Luthor opened the outer lock and sent Grodd into the emptiness of space but not before he promised to get out of that and get revenge.

Vandal Savage [Recurring (S01, S02)], voiced by Phil Morris (1)

History: Vandal Savage is a cunning mastermind and power-hungry despot. He managed to assert himself as the supreme regent of the world since the end of World War II by sending to his past self all sorts of technologically advanced plans and the future tactics of the Allies. With this foreknowledge, Savage disposed of Hitler and took control of the Axis, assuming the title of Führer. The League eventually put a stop to his plans, restoring history’s natural course.

Savage later attempted to restore his position as leader through Princess Audrey of Kasnia. Here he poses as Vandal Savage the Third, the descendant of the failed Führer. However, it is then revealed that he is in fact the same Savage. He became immortal after coming into contact with a mysterious radioactive meteorite over 25.000 years ago. Savage cannot grow old and displays enhanced healing powers, making him virtually immortal. He married Princess Audrey and usurped her rightful throne. As the new regent, Savage set up a "Mass Driver Rail Gun" to fire meteors with pinpoint accuracy, thanks to the Kasnian involvement in an international space station. He planed to use this weapon to hold the world hostage. The League managed to destroy the rail gun and stop Savage by destroying his headquarters. Savage was apparently sent to jail with Princess Audrey’s promise of retaliation.

On another occasion, Superman encountered Vandal Savage thousands of years in the future, in an Earth lit by a red sun. Savage reveals that, after Superman’s sudden "disappearance", he killed the Justice League and perfected an invention that granted him control over gravity, resulting in the disruption the gravitational balance of the entire solar system. The human race eventfully died off and the centuries of loneliness made Savage rethink and regret his mad pursuits of power. He and Superman banded together to restore a time machine that Savage built, so that the Man of Steel could be sent back in time to prevent the past Savage from accomplishing his plans, and thus saving the world. And so it happened; the future Savage contemplated his apocalyptic Earth changing, finally being redeemed just before disappearing into oblivion.

Volcana, voiced by Peri Gilpin

Real Name: Claire Selton
Affiliations: Legion of Doom (Luthor) and the Justice League Unlimited (temporary)

History: Volcana was one of the villains who broke out of prison thanks to Dr. Destiny. She teamed up with Firefly and both ran afoul of the Police Squad until Batman and the Green Lantern intervened. Volcana exchanged fire blows with John, who in turn entrapped Volcana in a dome and tricked her into burning all of the oxygen inside. She was then sent back to jail.

Volcana reappeared on a rampage in Metropolis, following Superman’s apparent death. Alongside Deadshot, Livewire, Star Sapphire, and Kalibak, Volcana battled the League, but was thwarted by Batman.

Later on, Volcana reemerged as a member of Grodd’s Legion of Doom. She sided with Luthor when the Legionnaires battled among each other. She was also one of the few who survived the destruction of the Legion’s headquarters and fought with the Justice League against Darkseid’s hordes of Parademons.

Giganta, voiced by Jennifer Hale

She also acquired the ability to grow into a giantess with proportional strength at will. However, the origin of these powers are not disclosed. She was sent to recruit the Shade to the Secret Society, a team of super-villains out to destroy the Justice League. Giganta matched wits with Wonder Woman and Superman, but she ended up being defeated.

Later on, she attempted to break Grodd out of jail. She even enlisted Bizarro's help, but both were thwarted by Wonder Woman and Long Shadow, who incidentally had the same power as that of Giganta.

Shortly afterward, Giganta became a member of Grodd’s Legion of Doom. She was sent with Killer Frost, Heat Wave and Devil Ray to retrieve a frozen Viking ship. When J’onn tried to read her mind, Grodd somehow shut her down and she winded up in jail. She was later seen again fully recovered, and during the battle between the divided Legion, Giganta switched her loyalties to Luthor and even attempted to crush Grodd with her bare colossal hands, in revenge for his trying to fry her brain. After the resurrection of Darkseid, Giganta was among the selected few who survived the destruction of the Legion headquarters. She fought bravely alongside the League against the Apokoliptic invasion. At the end, right before fleeing the Metro Tower, she kissed the Flash on the cheek.

Killer Frost [Recurring (S02, S05)], voiced by Jennifer Hale

Affiliations: Secret Society, Legion of Doom (volatile), Justice League Unlimited (temporary)

History: Killer Frost was a member of the Grodd’s Secret Society, and she accepted membership because she liked to kill. When the Society invaded Morgan Edge to release Clayface, she froze Edge out of spite. After the Secret Society disbanded, she joined in the Legion of Doom. She originally could shoot freezing blasts out of her hands freezing her target instantaneously. However, after Luthor augmented her powers, she acquired new abilities, namely shooting ice out of her hands and raising icebergs from the floor and levitating them. When war broke out within the Legion, she banded with the faction loyal to Grodd, but after being knocked out by the Toyman, she regained a position on Luthor’s side by freezing all the other mutinous villains. Killer Frost also fought alongside the Justice League during the Darkseid’s offensive. At the end, she was given a five minutes head start before the League would go after her and the rest of the Legion.

Metallo, voiced by Malcolm McDowell

Alter ego: John Corben
Affiliations: Superman Revenge Squad and the Legion of Doom

For prior character development, refer to Metallo’s bio in the Superman: TAS's character guide.

Bio: Metallo rounded up a group of villains who had some sort of personal grudge on Superman and sought vengeance against the Man of Steel. The off-screen name of the group was Superman Revenge Squad and it was composed by Toyman, Livewire, Weather Wizard and Kalibak. Metallo was its leader and they ran amok on Metropolis so as to call Superman’s attention and ambush him. The League intervened, and before Superman showed up, Metallo was effectively thwarted by the Flash and Wonder Woman.

Metallo later reappeared as a member of Grodd’s Legion of Doom. He went to Skartaris together with Silver Banshee to steal a giant rock of Kryptonite. There, they served as Demos’s military advisors and financed his battle for the stone. When Demos invaded the monastery that held the chunk, he called for Metallo. When he was about to get his hands on the rock, Supergirl stepped in. He flashed her with his Kryptonite cell. She was weakened, but mustered enough strength to strike him with Stargirl’s staff, ripping his left arm off. Metallo went after a fleeing Supergirl and when he finally trapped her, she ripped his battery out of his body, leaving him paralyzed. He was then questioned by the Green Lantern but was refused to talk. When he realized that without his Kryptonite cell, he would run out of energy, Metallo finally yielded. However, right before he could spill everything about the Legion, something or someone short-circuited his brain, leaning him apparently dead. The Leaguers took Metallo to the Watch Tower to see if J’onn could probe what was left of Metallo’s mind. His fate was left unknown.

Affiliations: Superman Revenge Squad and the Legion of Doom (Grodd)

He appeared to dislike Luhtor’s leadership of the group, and during the battle among its members, he sided with the fraction that supported Grodd. In the end, he was frozen by Killer Frost along with the rest of the villains who acted against Luthor.

Toyman, voiced by Bud Cort

Alter Ego: Winslow Schott
Affiliations: Superman Revenge Squad and the Legion of Doom (Luthor)

For prior character development, refer to Toyman’s bio in the Superman: TAS's character guide.

Bio: The Toyman was another member of Superman Revenge Squad, and he had a key role in the group’s scheme. While his fellow teammates ran amok in Metropolis, he was preparing a giant robot that shot exploding darts. This rampage was merely a diversion, as the robot also had a powerful cannon that supposedly would be capable of killing Superman. As soon as Superman showed up, the Toyman started to shoot at him, but the Man of Steel was too fast for him. So, the Toyman attempted to target Superman’s teammates instead. Superman fell into the receiving end of Toyman’s cannon to save Wonder Woman and Batman and as a result he vanished. Unknown to the League and Toyman himself, Superman was not killed, but rather teleported thousands of years into the future. Distraught with grief, Woman Wonder tried to kill Toyman, but the Flash interfered and dissuaded her.

The Toyman later resurfaced as a member of Grodd’s Legion of Doom. He sided with Luthor during the Legion's civil war and then aided the Justice League in battle against Darkseid's Parademons. His Toy Nerfgun (complete with Exploding Nerf Darts!) proved a capable weapon.

He claimed to be in love with her, so he would even break Grodd out of jail for her. Wonder Woman vainly tried to reason with him, but then was forced to knock him out.

Bizarro then resurfaced as a member of Grodd’s Legion of Doom. Lex Luthor performed a brain surgery on him, and as a result, from that point on Bizarro was completely faithful and devoted to Luthor. Bizarro accompanied Luthor, Devil Ray, Rampage and Tala to the Temple of Nanga Parbat and was responsible for the slaughter of dozens of monks.

Captain Boomerang is an unparalleled master of the boomerang, being able to effectively disarm an opponent or knock them out. He also uses gimmicked boomerangs for different effects.

After the dissolution of Project Cadmus, Captain Boomerang was given an early release and headed back to Central City. During their assault, Virman Vundabar set the X-Pit on self-destruction and got away before it exploded.

Later on, Virman Vundabar was seen leading an army along with Mantis and Kanto up against Granny Goodness’s army. As soon as Darkseid’s returned, Virman Vundabar bowed down to his master as all his other underlings.

Then, he took him to meet Grodd at the Legion of Doom headquarters. The Key accompanied Luthor and Doctor Polaris in their expedition to the Blackhawk Island. There, he fought the Flash and Fire, but was eventually defeated by the speedster.

In the battle that fractioned the Legion, the Key sided with the group on Grodd’s side.

He is a master of magnetism and can control and manipulate any kind of metal. He swirled Shayera around the room with her own mace, but was thwarted by Fire, who caused him to lose his magnetic charge by overheating him. He still managed to escape together with his teammates.

After Luthor’s took over the Legion, Doctor Polaris expressed his concern with the team’s future, especially because Luthor was constantly held up in the lab and talking to "himself." Doctor Polaris advocated a smarter and younger leadership. Luthor settled his apprehension by proposing a huge heist that would gross them great profits. It consisted in stealing 100 million Euros from a Kasnian money shipment. However, things went awry when Luthor and the Flash got their minds swapped. Unaware of this, Polaris, Sinestro, Tala and Luthor (Flash-in-Lex) went ahead with the heist, but Lex-in-Flash contacted their ship and warned them about the swap. The Justice League intercepted that transmission and sent in three members to foil the robbery. Doctor Polaris fled along with the rest of his teammates.

At the Legion’s headquarters, Polaris beat up Luthor, unaware that at that point he was the real one. He proclaimed himself as the Legion’s new leader and attempted to kill Luthor with metal spikes. He tried to kill the Flash by using a disco ball that shot laser in all directions. The Flash eventually managed to foil his attack. After him, Captain Boomerang also failed and so they decided to all ambush him at the Museum. The Mirror Master carries two laser guns that also shot small mirrors, through which he can use to travel around and generate holograms. The Flash gets trapped in a "Mirror Dimension" when attempting to rescue Linda Parks, but thanks to Batman, he finds his way back. The Trickster was subsequently ditched and excluded of the plan. Later on, the Flash, Batman and Orion approached him at a pub where he was bemoaning, and tried to coerce him into confessing the whereabouts of the other rogues. The Flash tired a more friendly approach and reasoned with The Trickster, who confessed having stopped taking his medicine. However, his sound gun didn't measure up to Canary’s sonic scream and it was shattered into pieces. He then almost shattered Black Canary’s head with vibrating plugs, but was foiled by the Huntress. He was arrested along with Roulette.
