the Justice Lords are Loosely based on the Crime Syndicate of Amerika which exist on a alternate earth and include evil versions of the Justice League including Ultraman, Owlman, and Power Ring.

Bruce Timm said that this episode was originally supposed to be a straight up Crime Syndicate of Amerika story.
