Masked robbers burst into a grocery store and take the money from the register. The clerk sounds the alarm and a robber prepares to shoot him over his accomplice's objections. As he pulls the trigger, Green Arrow disarms him with an arrow. The robbers open fire but Green Arrow disposes of most of them with a few well-placed arrows. The hero helps a hostage to her feet as one robber prepares to shoot him from behind... and Green Lantern takes him down. Green Arrow is less than thrilled, and Green Lantern notes they never heard back from him. Green Arrow is more interested in staying on the streets, but Green Lantern beams him up to the Watchtower satellite anyway. Superman and the other core heroes introduce themselves, and point out all of the other heroes that they've summoned.



Superman addresses the assembled heroes, explaining that there are so many heroes that they can be proactive and organized. J'onn will coordinate all of the heroes from the Watchtower. Batman talks to Green Arrow, who says he doesn't belong there fighting aliens and monsters. Batman notes that they tend to go after the civilians and the "little guys."



J'onn gets a report of a nuclear detonation in China and observes that it hasn't dissipated and is moving in a straight line. J'onn tells Green Lantern to go and take Captain Atom with him, and also suggests he take Supergirl. Green Lantern is reluctant to take the newbie but gives in. He's forced to take a Javelin since the radiation is interfering with the teleporters. As the trio head to the Javelin launch bay, Green Arrow insists on going with them so they can drop him off. Green Lantern agrees to do so once they're done. Supergirl is less than impressed with Captain Atom's military attitude, getting her a wink from Green Arrow when she sasses him back. The Javelin lands in China and Green Arrow remains with the Javelin while the other three move out. However, Chinese soldiers open fire on them. Green Lantern shields them and says to wait, but Green Arrow notes they can't wait if the radiation is spreading. Green Lantern disarms all the soldiers and a Chinese general, Kwan, arrives to apologize for the incident. He dismisses the radiation as a minor incident and tells them to leave, overriding Supergirl's objections.



Green Lantern reports to J'onn, who says they did the right thing by backing down. J'onn warns that the radiation is getting worse and Green Arrow complains that the Chinese government isn't concerned about their civilians. Green Lantern notes it isn't any of his business but is forced to agree. Supergirl and Captain Atom come in to report that Green Arrow has left with a Geiger counter. In the woods, Green Arrow is tracing the radiation and finds the military evacuating civilians. A truck goes out of control and begins to fall off a bridge. Green Arrow saves the driver just in time as the truck plummets into the gully. Kwan complains but they're interrupted when they see a huge flaming robot step out from behind a mountain and fire a burst of radiation. Green Arrow and the locals get to cover as the robot cuts through the bridge and walks off. Green Arrow swings after it as the Chinese army opens fire on it but their weapons are useless. It advances on the villagers but is interrupted when Green Arrow fires exploding arrows at it as a distraction. It's unaffected and opens fire, but Green Lantern gets the archer out of the way just in time.



Captain Atom and Supergirl arrive and Captain Atom tries to drain its radiation while Green Lantern gets the villagers to safety. Captain Atom passes out from the strain and Supergirl attacks it. The robot knocks her back and prepares to fire at Green Lantern, who barely manages to raise his shield. The radiation cracks the shield and knocks him to the ground, covered in radiation burns. Green Arrow prepares to shoot again but realizes his arrows won't do any good. They get Green Lantern back to the Javelin where Captain Atom berates Green Arrow for not working with the team. Supergirl interrupts them and prepares to leave on her own, but Green Lantern tells them to come up with a plan. They talk to the Chinese technicians doing hazmat and the soldiers object. Supergirl tosses them aside and the technician explains they built the robot to defend them from foreigners but lost control of it. They have dampers but can't get close enough to insert them into the reactor on the front of its torso.



The heroes take the carbon rod dampers and Captain Atom prepares to insert them. Green Arrow warns it could be fatal and Captain Atom agrees, and tells them to warn the League if he fails. Green Arrow, impressed, shakes his hand. Supergirl distracts the robot while Captain Atom tries to get in close, but it blasts him and the rods fly everywhere. Captain Atom's containment suit cracks open, unleashing his energy body. He flies into the sky where he explodes in a blast of light and heat. Angry, Supergirl grabs the rods but the robot sends her flying. Green Arrow grabs the rods and tries to get a clear shot while it fires radiation blasts at him. With one rod left, Green Arrow ducks for cover then attaches one end of the rod to an arrow. The robot comes around to fire again and envelops the forest in fire. The smoke clears and Green Arrow is standing on a cliff. He fires and lands the damper rod directly in the reactor, shutting down the robot. Supergirl delivers the final blow, destroying it once and for all.



Back on the Watchtower, technicians insert Captain Atom's energy from into a new containment suit. Supergirl wonders if Green Lantern is pleased and he points out how she endangered the team... and notes that she did good. Batman talks to Green Arrow, who admits he was lucky and doesn't think he belongs. Batman says they need Green Arrow to keep them honest, but Green Arrow is still skeptical... until he spots a female superhero, Black Canary, and decides he'll stick around a little longer.
