In the underworld, Hephaestus is working on a magical suit for Ares. The God of War arrives to collect his desired artifact and Hephaestus adds his finishing touch, his own mark. He then adds the final piece to the giant battle suit, the Annihilator. Ares draws his sword, activating the Annihilator and causing it to attack him. Satisfied, he finally orders Hephaestus to call it off.
In Kaznia, the Northern locals attack the Annihilator but find their weapons useless against it. Ares, in the guise of Mr. Sera, informs Nardoc, the local leader, that it is imprinted to his voiceprint, and that he will collect his fee later. Nardoc is satisfied and leaves with the Annihilator, while Ares watches with his own smile of satisfaction.
Bank robbers try to escape only to find Wonder Woman in their way. She complains that they've interrupted her on her day off when she was trying to have a normal life. As she prepares to deliver a final savage blow, J'onn interrupts and assigns a mission to her. He sends her to Kaznia to quell the civil war and warns that it's important for her to keep herself in check. As it becomes clear she has anger issues, J'onn tells her she needs to pick up two teammates for the mission.
In a sports bar, Don and Hank Hall find themselves in a fight. Don tries to talk himself out of the fight without success. The bar patrons close in and Hank throws the first punch. The brothers then say "Hawk" and "Dove," and transform into their heroic identities. Their powers let them easily handle their opponents. Wonder Woman arrives and points out they didn't respond to their summons. She orders them out to her plane.
In Kaznia, a Kaznian monk warns his Southern people that the opposing side has a new weapon and they will have to strike first. As the soldiers leave, the monk reverts into the form of Ares.
As they fly to Kaznia, Hawk believes they shouldn't interfere while Dove believes that aggression can be dealt with and neutralized. They arrive to find the Annihilator attacking Nardoc's enemies. The heroes land and Hawk and Wonder Woman go after the Annihilator while Dove disarms the locals on both sides of the conflict. Hawk draws the Annihilator's attention so Wonder Woman can pick it up and throw it into a nearby building. The Annihilator shrugs off the attack and they realize it's an automaton. It swats them both aside then prepares to crush them with a tank. Wonder Woman sees the mark of Hephaestus and pulls Hawk and Dove out of the battle. She explains that they weren't affecting the Annihilator, and suggests they try and get the opposing leaders to sit down and talk peace, while she talks to the Annihilator's creator.
Ares confronts Nardoc and asks why he didn't push his assault. When Nardoc points out that they won and he doesn't want the capital, Ares insists he push the attack. Nardoc doesn't believe the cost in lives is worth the gain in territory. The God of War insists that all the mortals are good for is fighting, generation after generation. Nardoc tells him to leave and take the Annihilator with him. Ares reverts to his God form and says that Nardoc will be the one leaving.
Wonder Woman arrives at Hephaestus' smithy and demands answers. Hephaestus admits that he gave it one weakness, but refuses to tell it to her. When she threatens him, he warns that she'll never figure it out if that's her attitude.
Dove sneaks into the Northern Kaznian camp and approaches Nardoc. He offers peace but "Nardoc" transforms into Ares and advances on Dove.
Hawk sneaks into the Southern camp and grabs the leader, but explosions rock the camp. Hawk leaves the leader behind and goes to find the Northern forces beginning an assault. The Annihilator advances, and has Dove strapped to its chest. Hawk leaps onto the suit and manages to free his brother, while Ares strides carefully through the battlefield. The Annihilator manages to throw Hawk off and returns to the fray.
Wonder Woman arrives and tries to tell everyone that they're being used, but has no success. When one soldier hits her, she loses her temper and prepares to hit him, then realizes that the Annihilator is fueled by their rage. Dove calls out to the soldiers to lower their weapons, saying they have no other choice. Hawk tries to go to his brother's aid but Wonder Woman holds him back as Dove peacefully faces the Annihilator. It raises one fist... and shuts down, powerless without anger. Ares tells them all to attack each other but the Kaznian soldiers ignore him. Wonder Woman informs the God of War that he's lost, and Ares departs. Hawk refuses to admit that Dove may be right, and the two sides leave the battlefield.
