He' interrupted when Spy Smasher arrives and takes the formula. The scientist drops it and then kicks Spy Smasher into the soldier. The hero fights his way past the scientist's bodyguards and in their struggle, a fire starts. Spy Smasher grabs the serum and leaps clear into the waters below just as a canister of benzene explodes, destroying the castle. Spy Smasher departs in his submersible jet

In the present, General Eiling reviews the file on the serum. Later, he meets with Amanda Waller for dionner and complains about how he's been reassigned to a desk job since Cadmus was disbanded. Eiling believes that the Justice League still poses a threat to humanity but Waller admits that the League might have some value. He warns that the League has more power than ever and insists they can't afford to surrender. She tells him to learn to deal with it.

Mr. Terrific in the Watchtower checks with some of the League's most powerful members, who are dealing with a distant sun going nova. Green Lantern warns it will take a while to deal with the situation. Mr. Terrific calls a team of heroes to the bridge: Green Arrow, Vigilante, Shining Knight, Stargirl, and S.T.R.I.P.E. He has one mission in Metropolis and needs them to fill in for Superman... at a parade in his honor. Stargirl is disappointed that they're viewed as replacements even though the police appreciate their presence. However, the crowd is less than thrilled with Superman's absence.

General Eiling returns to the Cadmus base but Dr. Anderson and a security guard confront him when he tries to enter a high-security vault. Eiling knocks out the security guard and forces the scientist to give him the code. Eillng removes a vial of serum as the scientist warns that it causes disfigurements. He escapes and the guards try to capture him, only to see Eiling inject himself. He then mutates into a gargantuan grey figure with super-strength and invulnerability. He refuses to kill the soldiers, noting he's just doing his job. He then leaps through the air, insisting he's going to do his job.

Stargirl is setting off fireworks, slowly wowing the crowd. Vigilante is directing her efforts, and gets a reluctant Shining Knight to soar into the air on his winged horse. However, they're interrupted when Eiling jumps onto the parade and demands Superman. The heroes and police order him to surrender but he throws a float at them. Stargirl manages to deflect it and the others open fire. Eiling tries to bring down Shining Knight on his flying horse but the hero cuts apart the thrown cars with his magical sword. Four kids start throwing stones at Eiling and Vigilante deputizes them and has them get the crowd to safety. Shining Knight helps the trapped civilians while Eiling demands Superman and insists he plans to demonstrate there's someone else that can protect the citizens. Eiling attacks S.T.R.I.P.E., who soars into the air, and Green Arrow calls Mr. Terrific for backup. The team coordinator tries to summon up some reserve Leaguers, while Eiling throws S.T.R.I.P.E. into a construction site and then cracks open his armor.

One of the boys knocks Eiling aside with a crane. He starts to smash the crane to the ground and S.T.R.I.P.E. tries to stop him, but the boys falls out. Vigilante executes a midair maneuver on his motorcycle to catch the boy, while Eiling drops S.T.R.I.P.E., Stargirl blasts him with her star rod and Vigilante rams the general with his cycle and shoots the gas tanks, blasting Eiling away. Stargirl then grabs Eiling with an energy lasso and pulls him into the air and away from the civilians, He grabs the energy lasso and yanks her down to the ground. Shining Knight manages to cut the general, who grabs him and throws him away. Vigilante and Green Arrow open fire and Eiling knocks them away. Mr. Terrific informs the heroes he's sending reinforcements and teleports in... the Crimson Avenger and Green Arrow's ex-partner Speedy.

The Crimson Avenger's gas guns prove useless and he quickly goes down. Green Arrow and Speedy fire all their arrows until they're left with a single quantum arrow each. They fire and a huge explosion envelops Eiling and knocks them back. Unfortunately, the general emerges from the blast crater and charges them. He throws them away and demands Superman to show himself. The Shining Knight emerges from the debris and insists that as a soldier with King Arthur, he refused to follow an immoral order. Eiling considers him a poor soldier for doing so, but the Shining Knight stands by his decision. Eiling deflects his every attack and insists that nothing the Shining Knight and the other lesser heroes are nothing. The Shining Knight refuses to yield and is finally knocked unconscious. However, the civilians stand between Eiling and the Shining Knight as the general moves in for the killing blow, and they ask him how many people he has to kill to protect them. They point out he's the only one with superpowers and he concedes the point, but insists that he'll eventually be proven right. He leaps away to fight another day.

S.T.R.I.P.E., Stargirl, and Shining Knight are taken to the hospital, and the civilians tell Shining Knight to get better so they still need protection. The kids are playing as members of the Justice League: the team of "second-stringers" that just fought for them.
