A Brooklyn police officer holds hostage an internet reporter, who may have information regarding the whereabouts of his runaway daughter Jill. Though the officer is arrested for the siege, Detectives Benson and Stabler pledge to take over his search. As they explore the website that had posted a recent picture of Jill, they are led to an underground "rave" culture that caters to teen runaways--and exploits their youth and desperation.
