When the battered body of a murdered 5-year-old girl in foster care is discovered, Detectives Benson and Stabler must explore a complex array of family connections in their search for a motive and murderer. The child's biological mother had been frantically trying to regain custody of all her daughters from the foster mother and grandmother responsible for the child at the time of her death. As the focus of the investigation turns to the girl's socially withdrawn foster brother, Captain Cragen attempts to reach the 14-year-old with the help of some video game camaraderie.
