The discovery of a raped and murdered woman near her car forces Detectives Benson and "Fin" to become partners to determine both the motive for the crime -- and why the victim was in possession of a trunk full of counterfeit narcotics. When a similar crime is committed, the second rape victim, Francesca Jesner alleges that the assailant was a police officer who used a routine traffic stop to capture her. As the detectives close in on one suspicious police officer, the case takes on an added sense of urgency when Jesner is again held captive by her tormentor.
