Frank finds himself teaming up with a potential recruit of the Millennium Group named Jim Horn in order to catch a brutal killer of women. Horn's methods conflict with Frank's unorthodox investigative techniques, and it seems that Horn may not be as suited for this kind of grisly work as the Group thought.
