Frank Black, an ex-FBI agent who quit the Bureau to protect his family, is secretly employed as a member of The Millennium Group, a group of people who believe that the world's killers are subconsciously increasing their psychotic efforts to cause catastrophy by the year 2000... Frank's first task is to track down a psychotic killer known as 'The Frenchman' because of his tendency to visit peep shows and hold up French poetry.

Later, he is given photos by a mysterious stranger and asked to use them as 'targets' for future killings - one of which includes Catherine Black...
