Jim goes to an observatory and picks up his briefing from one of the pay-per-view binoculars. He's informed that Alex Cresnic, a major heroin dealer, has bought an Asian country's entire crop and plans to sell it wholesale to his major buyers. He has taken on a partner, Mark Walters, head of the numbers bank in Miami. Jim must put Cresnic and Walters out of their business.
Jim assembles the usual team plus Dr. Premel, and they test a device that will suction powder up by the sleeve and deposit a new powder, and will fit under a jacket. Premel has a spray device that will knock out the victim for an extended period, and Cinnamon tries on an expensive ring.
Cresnic meets with his buyers and offers them the new heroin at a higher price. They have no choice but to pay the new price. Barney slips into the elevator and rigs it up with mirrors, lights, and a tape recorder. Meanwhile, Rollin sneaks into the car of one of Cresnic's buyers, Maharis, and tells him at gunpoint to pull over so he can offer him a deal. Maharis accepts the deal.
Barney puts on an elevator operator's uniform and gets into the elevator, while Rollin offers Maharis a cheaper deal on heroin and the gangster accepts. Walters gets into the elevator and Jim slips in, then as they're going up Barney sets off the rigged elevator to make it appear as if they're crashing. Jim then sprays Walters with the knockout drug.
Cresnic goes to the hospital to check on Walters' "accident" and finds Cinnamon there as Walters' wife. Dr. Premel is in attendance and shows both of them Walters' body. Cresnic demands Walters’ notebook and takes it from her. He demands to know why Walters kept her secret and she proves they were married from their passport photos. Cinnamon suggests they meet at her hotel to talk about Walters’ “business” and Cresnic agrees. Once Cresnic leaves, Premel revives Walters from his drug-induced comatose state and takes him to the hospital.
At the hospital, Premel explains to Walters that he is temporarily blind. Cinnamon says she knew everything about Walters’ partnership with Cresnic and she has papers that represent her “insurance policy.” She wonders if Walters’ “death” has anything to do with the heroin seller undercutting Cresnic’ sale and says she knows who is behind it.
Rollin visits Walters and impersonates Cresnic’s voice, saying someone tried to kill him as well. Rollin assures him that he’s believed dead and to stay put while they go ahead with their sale the next day.
Cresnic and his men go to the warehouse where his new competitor is working, and Rollin greets them. Rollin shows them around where Jim is working as a chemist. Cresnic realizes they’re hiding the heroin in bath crystals and pulls a gun on Rollin. However, an armed Barney and Willy back Rollin, who orders Cresnic out.
That night Cresnic and his men go back to the warehouse, shoot Willy, and take Jim and the bath crystals with them. “Willy” is actually a dummy. Meanwhile, Barney sneaks into sneaks into the basement of Cresnic’s house and cuts up through the floor to the study above. He then cuts through the bottom of Cresnic’s desk, which has a strongbox, and puts in a lifting mechanism. Cresnic takes Jim to his laboratory and forces him to go to work with the bath crystals.
Confident he has put Rollin out of business, Cresnic calls his buyers and kicks up the price while Cinnamon listens in. Rollin arrives to threaten Cresnic, who is unimpressed and has him thrown out. Cresnic then checks up on Jim, who is almost done, and orders his men to kill him when he’s done. Jim uses the device in his jacket to switch the heroin for milk powder. Cinnamon insists on being there for the meeting but says she’s as interested in Cresnic as the money.
Rollin impersonates Cresnic again with Walters and gives him a set of instructions. Cresnic checks on Jim’s final work and is fooled, then gives Jim his payment and has his men take him out. Barney intercepts them and helps Jim take them out.
Premel takes the bandages off of Walters’ eyes, stalling to make sure he leaves right on time. Cresnic and Cinnamon meet with the buyers in Cresnic’s study, offering them delivery for an additional fee. Walters emerges and Willy offers him a taxi ride. He arrives at Cresnic’s estate as Jim, Barney, and Rollin show up with guns.
Cresnic puts the payments in his strongbox inside his desk and Cinnamon secretly triggers a switch to lower it to the basement. Rollin bursts in with the others and holds Cresnic and the buyers at gunpoint, orders Cinnamon out, and suggests Maharis test the heroin. They discover it’s powdered milk and demand the money. Meanwhile, Walters has taken the money from the basement, on “Cresnic’s” orders. The buyers want their money back but find the safe empty, and Rollin makes sure they see Walters below. Walters is gunned down and the buyers prepare to kill Cresnic as Rollin slips out. As the team leaves, a gunshot rings out, indicating Cresnic’s fate is sealed.
