Jim enters a phone booth and gets his briefing from a tape in a hidden compartment. The government of the democracy of Santales has sold its Incan gold artifacts but the shipment was hijacked by Jack Cole. Colonel Cardoza, a traitor to his country, plans to recover the treasure then flee the country, bankrupting the government. The IMF must expose Cardoza and recover the treasure.
Jim selects Rollin, Cinnamon, and Barney, for the mission as well as puppeteer Robert Field. In the briefing, Field is working up a mannequin while Barney makes duplicates of the Santales treasures. Jim will go in as Cole’s fence.
Cardoza has staked out Cole and forcing him to look up into the sun, but he refuses to talk. Jim is brought in as a prisoner by his superior, General Diaz. Diaz orders Cole’s release to him and Cardoza stalls. In a cabin out in the desert, Field, Cinnamon, and Rollin set up for their part of the plan. Jim identifies himself to Cardoza and insists that Cole be allowed to escape so he can lead them to the treasure, and suggests they use Cardoza as a hostage.
Barney comes into the compound delivering bread and slips a device into the radiator of Cardoza’s car and small explosive devices on the wheels of the other vehicles. Jim is then tossed into a cell next to Cole and claims he was prospecting in the desert and killed a man. Cardoza comes in and Jim manages to grab him, get the keys, and free himself and Cole. They get past the guards and escape in Cardoza’s car, while Cole is clearly having problems with his eyes. They get past the guards and out into the desert, and Barney’s sabotage keeps the men from following. The device in the radiator explodes, stranding them in the heat in the middle of the day. They’re forced to abandon the car and look for the treasure on foot.
Out in the desert, Barney and Field rig up a net partway down a cliff and Field gets “Injun Joe.” ready. Diaz follows the trail and finds Cardoza’s abandoned car. Meanwhile, Jim and the others spot a peasant with horses (Rollin) and shoot him. Rollin falls off the cliff and seemingly lands at the bottom, dead. In reality, the puppet took the fall while Rollin grabbed the net below the edge of the cliff.
The men take the horses and ride into the desert, where Cole’s sight gets worse. They find the cabin and find an unconscious Cinnamon inside. Cole goes through her possessions and finds the Incan treasure. Meanwhile, Rollin staggers out of the desert and sends Diaz in the right direction, claiming Cardoza was working freely with Jim and Cole.
Cinnamon explains she and her husband are archaeologists and found the treasure nearby, and her husband broke her leg out in the desert. Jim convinces Cole to take him along to help and use Cardoza for labor. Cole prepares to shoot Cinnamon but Jim convinces him to let her die of exposure. Once they leave, Barney flies in with a helicopter and wipes out the tracks.
Cole arrives at the cave where he hid the treasure but his eyesight goes out entirely. Rollin guides Diaz to the cabin and then follows the trail into the mountains. Cole has Jim help him kill Cardoza but Jim holds a thick pack up to block the bullet. Cole keeps the gun close to Jim then fastens a belt to him to make sure he leads him, while Cardoza secretly follows them. Cole gives Jim the directions to the treasure, hidden in a cave, and they find the artifacts inside.
Cardoza spots Barney overhead and, believing him to be Jim’s accomplice, goes into the cave. Cole tries to shoot him and Jim grabs his rifle, and Cole is shot when he struggles with Cardoza for his revolver. Jim and Cardoza take the treasure out just as Diaz arrives with Rollin. A gunfight ensues and Jim tells Cardoza to hold off the soldiers. Jim escapes in the helicopter, leaving the treasure behind. Cardoza has no choice but to surrender and Diaz arrests him. Jim and Barney meet up with Cinnamon and Field and the team heads out.
