Vito insists that “Frank” get on the boat, but Rollin smugly tells him that there’s another way for him to disappear. He calls a woman named Cora and tells her that she should get ready to do a job for him.
The IMF takes the unconscious Frank to Dr. Reese, who is prepared for surgery. Jim sends Willy to Daly’s apartment and Barney to work on the car.
Rollin takes the mobsters to Cinnamon’s office where she’s posing as Cora, a plastic surgeon. Rollin explains that Cinnamon handled another mobster who disappeared, altering his face to let him avoid capture. She begins the operation, actually removing Rollin’s “Frank Wayne” mask under the mobster’s watchful eyes.
Barney and Jim work on Jim’s car, removing the bottom. Meanwhile, Willy drives to the apartment Jim is using as Daly, posing as a sewer worker, and puts a barrier around a manhole cover.
Cinnamon continues secretly removing the “Frank Wayne” mask and Vito and the others are astonished at how successful she is and making Frank look like a different person.
Jim and Barney rig the new hatch in the bottom of the car with a spring trigger so that it will open at a touch.
Willy covers the manhole cover with a cloth barrier and removes the manhole cover, replacing it with one of the team’s own.
Vito secretly tells Johnny to eliminate Cinnamon once she’s done. She finally finishes her work, giving him blue contact lenses, and Rollin secretly removes the brown ones that he’s been using while posing as Frank. Rollin now looks like... Rollin. Cinnamon gives him what is supposedly a portable UV lamp to help with any skin discomfort, and Johnny draws his gun. Rollin tells him that Cinnamon can be trusted and won’t say anything, and threatens to kill her if she does. He then tells Vito pay Cinnamon and says that he’s going to the office rather than the house. When they warn that the cops will be all over the office, Rollin points out that they’ll be looking for Frank, not him.
Willy rigs the fake manhole cover on a pivot. Barney and Jim finish with the floor hatch and Jim goes to find Rollin.
At the office, Rollin undergoes his first UV treatment. Vito comes in, smiling, and ushers in Frank’s girlfriend Ginny. She has no idea who “Frank” is but the mobsters assure her that they saw him undergo plastic surgery. Rollin bluffs it out and kisses her, and then sends her to get a hotel suite. Still stunned, Ginny leaves and Vito figures that if Ginny doesn’t know who Rollin is, no one will.
Jim storms in and demands to know where Frank is. He says that one of his men was killed when Frank escaped custody, and Vito reminds him that the last time they saw Frank, Jim had him. Jim doesn’t recognize Rollin as Frank, and tells them that if he finds Frank then he’ll kill him himself. Rollin seats himself behind Frank’s desk and threatens to call the head of the Senate committee to complain about Jim. When Jim threatens Rollin, Johnny beats him until Vito calls him off and tells Jim to leave them alone. Jim vows to get them all as Johnny escorts him out.
Rollin tells the mobsters that it’s time to kill Jim to send a message. Al and Vito insist that it won’t work but Rollin says that they only have to kill one Senate investigator to send a message. They warn him that he can’t make the decision on his own, and a disgusted Rollin orders them out. When they leave and Johnny comes back, Rollin tells Johnny to eliminate Jim despite the Syndicate’s orders. He tells Johnny to tailpipe him and Johnny reluctantly agrees. Once he leaves, Rollin locks the door.
Downstairs, Jim goes to his car, making sure not to notice Johnny as he follows him.
Rollin opens the bookshelf containing Frank’s safe and then removes the false panel on the UV kit and removes the contents, and then attaches a clamp to the safe dial.
Jim drives away in his car and Johnny follows him. Meanwhile, Barney poses as a repairman and goes to Frank’s office building. He gets into one elevator and starts to cut a panel in the wall to the adjoining car.
Finally, Jim pulls up in front of Daly’s apartment and parks over the rigged manhole cover. Once he goes inside, Johnny puts a bomb into the car’s tailpipe. He’s unaware that Jim is watching him from the apartment window as he goes back to his car to wait and confirm the kill.
Rollin finishes assembling his mechanized winch and begins prying the dial out of the safe. It finally comes out, just as Vito and Al knock on the door and say they have something important. Rollin quickly hides the winch assembly in the next room and tries to close the bookshelf panel, only to discover that the mechanism has jammed. When he can’t close it, Rollin puts on the UV goggles and, holding the shining lamp, opens the door and demands to know why they’re interrupt his rest. They tell him that a boxer failed to throw a fighting, costing them $90,000. Rollin tells him to do what they know what to do and to handle it. Once he’s alone, Rollin finishes opening the safe and takes photos of the Syndicate files on the Swiss bank accounts.
Barney finishes putting in the fake removable panel. He then syncs the elevator with the adjoining car so they’ll run in tandem.
Jim finally leaves his apartment, carrying the fake half-back. He gets in the car, leaves the half-back in position, and slips through the fake manhole cover and into the sewer, where Willy is waiting. Johnny still sees the half-back, and Jim starts the ignition by remote. The car explodes and Johnny is satisfied that the hit has gone as planned.
Dr. Reese performs plastic surgery on Frank while Cinnamon looks on. She assures the doctor that the hair is placed perfectly.
When Vito learns what Johnny has done, he slaps him and warns that he knows that only the Board can order a hit on a cop. Johnny insists that he followed orders, and Al and Vito concede that Frank is the one they have to deal with. They figure that Frank has to go so it’ll take the heat off of them. When they tell Johnny to do it, he reminds them that they have to call a Council.
Rollin replaces the safe dial and finally gets the bookshelf panel to close. Vito and Al, armed, barge in and accuse him of making a fatal mistake. Rollin demands a Council and Vito has no choice but to comply and has Al set up a Council for an hour.
The rest of the team returns as Reese finishes his work, and then take Frank away.
The Council gathers, led by Jack Rycher, meet at Frank’s office. Rollin insists that his way is the new way, but Vito shows them a newspaper headline about the Senate’s reaction to Jim’s death. When Rollin insists that they’ll do things his way from now on, Vito challenges him and Rollin draws a gun. Rycher tells him to put it away and advances on him. Rollin fires but the gun jams, just as planned. Johnny draws his own gun, disarms Rollin, and reminds him that he works for the Syndicate, not just for Rollin.
Jim, Barney, and Willy put the unconscious Frank into the left-side elevator and take both synchronized cars up to Frank’s office. The panels are rigged so it shows the right-side elevator on a lower floor. Cinnamon goes to a phone booth and calls the police, giving them an anonymous tip about a shooting.
Rycher announces the Council’s decision. Rollin begs for mercy but the mobster puts a lily in his lapel, giving him the death sentence, and shoves him out into the hallway. Rycher tells Johnny to finish him while Rollin runs into the right-hand elevator. Johnny just misses him and runs down the stairwell to intercept Rollin in the parking garage.
Jim and the others open the panel between cars, shove, the unconscious Frank through, give Frank a shot to wake him up and Rollin removes the lily and puts it on Frank’s lapel. They pull the panels shut and Frank wakes up as the elevator reaches the parking garage. Frank is unaware that they’ve used plastic surgery to make him look like Rollin. When the elevator doors open, Johnny is there, assumes that he’s Rollin, and shoots him dead. The police arrive as Johnny puts the body in the trunk of his car. He fires and the police shoot back, killing him. The rest of the team join Cinnamon and make their escape.
