Jim picks up his briefing at an outdoor parking lot and is informed that Nikolai Kurzon, exiled from Veyska by the military junta, has led a popular movement. Colonel Alex Stahl, head of the Veyskian secret police, has captured Kurzon outside the country and plans to return him for trail and execution. Kurzon has a microfilm of the resistance so the IOMF must rescue Kurzon and make sure that the microfilm doesn’t get back to Veyska.

Jim assembles the usual team and Rollin rehearses a speech while imitating Veyska’s ruler, the chancellor. They know where he will be, then go over the floor plans of the plane while noting they can only sneak into the conference room when the seatbelt light is on. Cinnamon has astrological charts ready of all the passengers. Jim finally displays a lifelike dummy of Kurzon with a remote switch that lets them drop its arm on cue.

At the airport, Deputy Chancellor Grigov arrives to pick up Kurzon and his rival Stahl. Barney sneaks into the airport offices and rigs the phone system, while Rollin and Jim arrive as reporters to take pictures of Cinnamon, arriving in the country as a famous astrologer. She spots Grigov and says she has to warn his chancellor that he’s in danger. Grigov is skeptical but agrees to talk to Cinnamon. Rollin slips away and joins Barney, and t hey get word the Chancellor is calling Grigov. Thinking quickly Rollin has Barney break the connection, then calls back impersonating the Chancellor and confirming that there was a thread on his life. He orders Grigov to bring Cinnamon along, then has Barney cut the wires to make sure the real Chancellor can’t call. Barney and Rollin then get into trunks and Willie loads them on-board Grigov’s plane with Cinnamon’s luggage.

Once on-board, Rollin and Barney emerge from their trunks into the baggage compartment as the plane lifts off. They prepare to drill through into the conference room but realize that the air line is broken and they’re running out of air. Barney has no choice but to drill the hole early so they can get air from the pressurized cabin. With time running out as the plane ascends, they cut through into the next cabin just in time.

Cinnamon runs astrological charts of Grigov and warns that a Scorpio poses a danger to him: Stahl is a Scorpio. The plane starts to land and Rollin and Barney move into the conference room and rig the radio. They hide just in time as they land and Stahl arrives with the drugged Kurzon and puts the microwave in the safe. Stahl is surprised at Cinnamon’s presence, saying he talked to the Chancellor who has been in bed ill the entire time. Stahl calls the Chancellor… and Rollin intercepts the call and, impersonating the Chancellor, tells him to bring Cinnamon along.

Once the plane lists off and everyone is in their seats, Rollin opens the safe and gets the microfilm and substitutes their own. Cinnamon warns that Stahl poses a danger to him and suggests the microfilm is the source of the danger. Grigov checks the microfilm and finds his own name on it, and accuses Stahl of framing him. Stahl again calls “the Chancellor,” and Rollin orders him to keep Grigov under arrest. Barney and Rollin, then substitute their Kurzon dummy for the real one, storing him safely in a trunk. They then rig the alarm to go off and when Stahl goes to investigate, he sees the Kurzon dummy throw the hatch switch and be sucked out to its “death.” Barney gets into the second trunk while Rollin disguises himself as an aircap. They get Kurzon off the plane and to a nearby warehouse where Cinnamon joins them and they destroy the microfilm.
