Jim picks up his briefing from a fire box at a park and is informed that Raymond Halder, owner of a chain of clinics, is also running a drug counterfeiting racket. A new drug, Dilatrin, has been developed by Gant Pharmaceuticals for the treatment of primary vascular disease. However, Halder has flooded the market with fakes, rendering it useless. The IMF must stop Halter before the new batch of Dilatrin is put on the market.
Jim assembles the usual team plus laser surgeon Dr. McConnell. Barney demonstrates a sonic device that induces vertigo: one of the symptoms of vascular disease. McConnell demonstrates a device that ignores the skin and disrupts the veins underneath, resulting in temporary bleeding.
Jim, Willy, and Rollin bust in on the warehouse where Halder runs his counterfeiting racket. Jim is a Federal drug agent who busts Halder’s foreman but Halder feigns ignorance. Rollin and Willy are local police, and while moving Halder aside switch his glasses for an IMF rigged pair. They then seal up the place and Barney and McConnell sneak in to rig the vascular device.
Cinnamon is working with Gant Pharmaceutical and announces a new plan to stop the counterfeiting by switching the tablet design on regular intervals. Halder is attending the meeting and is interested in her.
Halder’s lieutenant Eddie Burke is watching the warehouse and almost spots Barney, but they plant a mousetrap to convince him he heard rats. Cinnamon finishes the meeting while Halder starts to get headaches from the rigged glasses. Cinnamon offers to work with him to help replace any counterfeits he may have bought. He offers to hire her and sets up a dinner meeting later that night. Jim later meets with him and asks for a bribe, while Willy sets up the sonic device from across the street. Halder agrees and Jim insists that Rollin get a bribe as well. Jim leads Halder to the window to show him Rollin in the street and Willy uses the sonic device to induce vertigo. Halder quickly recovers then agrees to meet with Rollin, and pays him off. After they leave, Halder tells Burke to prepare a new shipment of the counterfeits that night with the inside information from Cinnamon.
That night Cinnamon goes to dinner with Halder, leaving his limo parked outside. Barney sneaks over and slips under the car to get in from underneath, while Rollin watches nearby. A policeman comes over to tell the chauffeur to move the car, and Rollin quickly intervenes and tells the policeman to leave the limo alone. Barney then gets into Halder’s medical case and puts a transmitter into the blood pressure sleeve.
Rollin goes up to see Cinnamon and Halder, and arrests Cinnamon for possession of illegal drugs. He searches her coat and plants and then finds a key to a rental locker. He takes her to the train station and Halder insists on going with them. Barney finishes the switch and they go to the locker and find amphetamines. It becomes clear Rollin is setting Cinnamon up so Halder can make a deal with her so she’ll let him in on the anti-counterfeiting measures. Cinnamon finally agrees and they go back to the warehouse where Burke is gearing up production. Willy is up in the catwalks and uses the sonic device on Halder, who determines his counterfeits will pass for the originals. Halder tells Cinnamon to call her employers to let them know she won’t be coming in, and she calls Barney, signaling that the plan is ready. Barney is at one of Halder’s clinics, which he has never visited.
Burke brings Halder’s bag and he checks his blood pressure. Thanks to Barney’s rigging it indicates that Halder has primary vascular disease. Willy triggers a hidden tape recorder to lure him over to the machine rigged with the device that disrupts the capillaries in Halder’s forehead. Halder calls for an ambulance, which Jim and Rollin intercept and redirect to the clinic they have set up. Before being taken away, Halder tells Burke to dispose of Cinnamon, but after he’s gone Jim, Rollin, and Willy take them all prisoner.
Dr. McConnell tends to Halder at the clinic and confirms he has had a stroke caused by primary vascular disease. Barney comes in with medicine: the counterfeit Dilatrin that Halder has produced. Halder refuses to take them, claiming they’re counterfeit, but Barney and McConnell insists he take them and Halder confesses that he made and sold them. Jim and Rollin come in and reveal that they’ve taped his confession. Cinnamon and Willy arrive and Jim points out that Halder admitted he sold them… and his tax returns don’t indicate any sales. He’ll be going to prison for tax fraud.
