Jim picks up his briefing on a rooftop and is brief on Milos Kuro, the Minister of Culture for the UCR who is working against his trusting friend, Premier Vados. Kuro is using his position to run anti-American propaganda, undermining Vados’ negotiations with the U.S. for a non-aggression policy

At the briefing, Barney demonstrates a sound-suppression baffle capable of silencing gunshots at close range. Further, he uses a second device to then send a second beam of sound to Rollin, allowing him to hear words that no one else can. Cinnamon and Rollin have set it up so that a group of protestors will arrive at a play, Joan Vincent’s [I]At The Summit[/I].

Kuro is in the U.S. when Barney arrives as a State Department official, who has set up entertainment for the Minister of Culture. [I]At The Summit[/I] is a two-man play featuring the U.S. President and Vados. Kuro sees the play and is impressed with the fact that Americans are protesting it. Cinnamon, as Joan Vincent, is unhappy with the protestors and her and Jim (one of the actors) hands out copies of the play outside the theater and recognizes Kuro. They convince him they should present the play in the UCR, over Barney’s objections that it presents the U.S. in a bad light. Kuro agrees but forces them to adapt when he says he wants to cast UCR actors in the parts.

The team regroups and goes over the theater plans, figuring there are guards with sentry dogs protecting all the entrances. In the UCR, Rollin impersonates a Broadway producer and visits one of the actors, Vitol Enzor. Rollin convinces him to defect and travel to the U.S. to work there, and has Enzor disguise himself as Rollin so he can get out of the country on Rollin’s passport. Enzor agrees but secretly hides an award medallion to smuggle out. Jim, acting as a chauffeur, drives Enzor (now disguised as Rollin) to the border.

At the theater, Cinnamon and Kuro go over the script while workmen bring in a table--specially rigged to hide Barney inside of it. They argue over the script changes but Kuro overrides her. Rollin arrives, disguised as Enzor, along with the other actor, Anton Usakos. Rollin antagonizes Usakos as part of the plan, and the angry actor throws over the table with Barney inside it. Kuro tries to get Rollin/Enzor to cooperate, while Cinnamon signals Barney that there’s an opportunity to slip out.

At the border checkpoint the guards search the luggage, and Enzor accidentally drops his medallion. Jim and Enzor quickly cover, bribing the guards and providing a hasty explanation, and they’re allowed to leave the country.

Barney makes his way up into the theater catwalks and sets up his sound suppression system. Kuro manages to calm down Usakos and they go back into rehearsal while Cinnamon hides a microphone on the table. Barney then goes to Rollin/Enzor’s dressing room where the sound equipment was smuggled in. Meanwhile, Rollin starts upstaging Usakos, further infuriating the actor. He finally leaves for good and Cinnamon convinces Kuro that Jim take on the role.

Later in Rollin’s dressing room, he and Barney go over a recording of the rehearsal and prepare a second version with their own scripted words. However, a guard dog smells Barney inside, raising the guard’s suspicions. He starts to go inside but Barney turns on a high-pitch frequency, frightening the dog away. He then continues to listen in on Cinnamon’s microphone as Jim and Rollin rehearse and rewrite the new IMF script.

Cinnamon and Rollin meet with Premier Vados, and Cinnamon hints that Vados may not like her play due to the changes that Kuro made to it. She suggests that Vados come to hear a rehearsal.

When Vados arrives, Jim and Rollin prepare to rehearse while Barney mixes the two scripts. Barney activates the sound suppression system over Kuro and then “beams” the recorded rehearsal dialogue from earlier so that only he hears it. Meanwhile, Jim and Rollin perform the IMF script, which is close to the original but cleverly substitutes Kuro’s dialogue with scripted jibes at Vados. Meanwhile, Cinnamon substitutes the IMF-prepared script for Kuro’s.

A furious Vados demands that Kuro explain his “changes.” The confused Kuro has no idea what is going on. He shows Vados the script to prove his innocence, but it only gets him further into trouble. Vados has Kuro arrested while Rollin and the rest of the team quietly slips away.
