At an outdoor fire box, Jim picks up his briefing on Carl Vandaam, a European tycoon who is going bankrupt. Vandaam has stolen enough plutonium 240 to make a hydrogen bomb and plans to sell it to the highest bidder. The IMF must recover the plutonium and eliminate Vandaam.
Jim assembles the usual team and they review the list of bidders, including the man Rollin will be replacing. Barney says he’ll need plenty of time to get through the two elevator shafts and past the light-beam system that protects the vault. Cinnamon and Rollin will have to stall, and Barney gets his business card representing himself as an inventor with something to sell.
Barney arrives at the Vandaam Industries building for his appointment and the guards inspect the case he has holding his invention. They send him to the seventh floor and once in the elevator, he climbs up through the access hatch and gets his equipment out of the concealed compartment in his case.
Jim, Cinnamon, and Willy arrive at a bank and get contact info with Kura, one of the bidders. While Barney makes his way up the shaft, Jim and the others meet with Kura and his bodyguard Marko. Jim offers to put $3 million at his disposal and introduces Cinnamon as a nuclear physicist. In return for putting up the money, they want to protect their oil rights with Kura’s country. Kura agrees and takes her with him to the bidding, where Rollin is already there in disguise. Vandaam takes them down in the elevator, where Barney is working to enter a ventilator shaft. It scrapes by him with barely an inch to spare and Barney enters the ventilator shaft.
Vandaam displays his security system that protects the plutonium 240 in the missile they stole it in, while Barney watches them from above. Vandaam and his scientist remove one of the storage tubes and use remote handlers to place it in an isolation chamber and demonstrate it contains plutonium. They then decontaminate it and put it back in the missile. They then leave, turning on the light-beam system. Barney descends on a cable and alights on top of the bomb casing. Back upstairs, Vandaam begins the first round of sealed bidding. Neither Kura nor Rollin win the first round, but Cinnamon recommends to Kura that he should offer his maximum bid.
Kura offers the next high bid and the previous high bidder, General Wo, asks for time to prepare for another bid. They ask for the specifications and Vandaam’s scientist Dr. Thorgen left them in the vault. Realizing what’s up, Rollin threatens to withdraw his bid if they delay further, but Kura lets his bid stand. Meanwhile, Barney has switched the plutonium tube with a fake one, but as he pulls himself up the support pipe begins to give, leaving a bit of debris on the casing. Thorgen arrives and notices the debris and sounds the alarm. Rollin protests again at the delay and Vandaam goes to check things out. Barney gets back up the elevator shaft to the top, but it suddenly descends again when Vandaam descends. Barney hangs on for his life and just manages to swing himself to the side and save himself, then get onto the roof.
Vandaam orders his security to search the building while Barney descends to the seventh floor and breaks into an empty office. Vandaam orders Thorgen to cover up the theft and pass off the fake plutonium tube as their own so they can continue with the bid. From the office, Barney calls Jim and lets him know Vandaam has sealed the building. Jim uses the building plans to send him to where he needs to get to.
Vandaam returns with the specifications and General Wo makes one last bid. The security guards realize that Barney never arrive at his destination while Rollin wins the next bid and General Wo drops out. Jim calls Cinnamon and briefs her on the plan, while the guards prepare to search the elevator shaft. Barney is forced to hold on beneath the car while the guards search the top. They leave just in time for Barney to swing back to the ledge.
For the next round, Kura bids the entire $6 million and Rollin is forced to drop out. Jim and Willy meet with Marko at the bank and Marko checks their money, but then Willy secretly switches it for another bag. Marko delivers the money but Cinnamon demands that they run one more test on the plutonium core and Kura backs her. As Cinnamon goes to get her bag, she activates the device that causes their rigged money to explode in the safe that Vandaam has put it in.
Jim and Willy arrive as groundskeepers while Vandaam and the others go down to the vault where Cinnamon demands they fully test the plutonium. As Barney descends the shaft, Cinnamon claims they’ve changed cores and Kura insists they test it. Vandaam admits the real core was stolen and Marko holds them at gunpoint while Kura takes them to get the money. They go to Vandaam’s office where they realize the money is no longer there. Kura has them both shot while Cinnamon slips away and tells the security guards their boss is in trouble. Barney slips out of the elevator and knocks out the guard, then goes outside where Jim and Willy dispose of the other guards.
