Jim picks up his briefing from a mounted pair of pay-binoculars and is informed that General Rados Gollan plans to launch an invasion to take back the country he was exiled from, using the $600 million he stole while he was in office. The IMF must stop Gollan.
Jim assembles the usual team plus female agent Tracey and Dr. Ziegler, as well as the Hartford Repertory Company. In the final briefing, they review a pre-recorded tape and make sure they can override Gollan’s signal, and have duplicate radios of the ones in his house, rigged with tape recorders. Dr. Ziegler has set things up so they can give Gollan a fake case of pneumonia. They also review the tapes of Eva Gollan, the general’s wife, who has her own plans to get the money as well as Major Alex Denesch, Gollan’s supposedly loyal aide. The team plans to get Gollan’s code by 3 p.m. before he pays for the invasion, getting the numbers from him for his Swiss bank account.
Ziegler and Casey visit the Gollan house as his doctor, while Denesch and Gollan go down to his underground bunker and discuss Denesch’s new will that lets him get the money. Denesch notes that Eva isn’t interested in helping Gollan reacquire his country, but Gollan believes otherwise and plans to keep Denesch as second-in-command. Ziegler tends to Gollan while Tracey substitutes the IMF duplicate radios. Ziegler gives Gollan the drug to simulate pneumonia and leaves Tracey to tend to him while he supposedly returns to the hospital. Nearby, the rest of the team except Willy pulls up in a medical van and Ziegler meets with them. They’re all dressed in military uniforms.
Tracey turns on the radio and the pre-recorded message comes on saying the country has been invaded and World War III is underway. Gollan then passes out from the injection and Tracey calls Eva and Denesch in. The team slips through the fence while Tracey calls in another doctor from the Repertory Company. While the IMF doctor prepares to do an emergency tracheotomy, the team digs in through the underground tunnels and enter the bunker. Once Eva and Denesch are out of the room, Tracey calls down to the team and gives them the all clear, and they put in more fake radios. Jim and Paris go upstairs, take the unconscious Gollan, and leave an inflatable doll which Tracey then covers over with an oxygen tent.
They put Gollan in his bed in the bunker and signal Tracey, who then takes a fake message with a phone number for a lawyer to Eva. Gollan wakes up in the bunker and finds that soldiers Jim and Paris, along with wounded soldiers, have taken the place over and are watching an invasion of Gollan’s current country of residence by its neighbor. Ziegler is there and tries to calm down Gollan, but warns they’re looking at World War III. Barney runs the special broadcasts from outside while Ziegler asks Jim for penicillin for the dying Gollan. Jim warns Ziegler they only have a limited supply and gives him what they have. However, he then orders Ziegler to tend to his injured prisoner but reluctantly relents when Ziegler stands up to him. Ziegler warns that they are “frontier guards” rather than regular soldiers and want the prisoner alive because he has vital information. Paris rails against Jim’s orders while Ziegler warns that the country has been hit by nuclear blasts and that Eva and Denesch are dead. Gollan tries to call upstairs but the IMF have disconnected the phone. When Gollan tries to go upstairs, Jim warns he won’t be allowed back due to the radioactivity.
Willy arrives impersonating a lawyer and says his firm has control of Gollan’s Swiss bank accounts. Eva wants the numbers and Willy suggests she come back to the office to get them. Ziegler prepares to give Gollan the penicillin but Jim says there isn’t enough for him and the prisoner and takes it from Ziegler.
Eva tells Denesch she plans to get the bank numbers and Denesch tries to go down to the bunker through the elevator in Gollan’s bedroom. Tracey and the IMF doctor quickly fake the operation while Ziegler knocks Gollan out with an injection. The team then hides all evidence of their presence and go back into the tunnel. However, they forget a helmet and Jim is forced to hide in the room before he can recover it. Denesch gets the new will from the safe and forges Gollan’s signature onto it, then returns upstairs without noticing anything.
Ziegler revives Gollan while Paris continues to snap under the pressure, and starts searching for hidden funds. Gollan tries to bribe him for the penicillin and offers him his safe contents and Paris agrees.
The IMF doctor pronounces Gollan dead and Eva provides Willy with the death certificate, then demands a meeting to take are of the money. Gollan asks Jim for a meeting while Barney continues to broadcast the continuing world war, including the destruction of Switzerland. Paris barges in and takes Jim’s gun and shoots him with it.
Eva demands the money but Denesch says he has the will with the forged signature. He draws a gun and forces them to go down to the bunker. Meanwhile, Paris says the local currency in Gollan’s safe is worthless. Gollan offers him the gold in his bank account, while Tracey warns the team that Denesch is on his way. With time running out, Gollan gives up the bank numbers and verifies it on his computer. Paris gives him the penicillin… just as Denesch and Eva arrive. Willy disarms Denesch and the team leaves through the tunnel, leaving the three locked up behind them while Barney transmits the numbers and the team makes its escape.
