Jim picks up his briefing at a beachside park and is informed that the all-white government of African East Victoria is holding prisoner Dr. Frederick Kolda, the leader of a black freedom movement. He’s seriously ill and being held in a hospital pending interrogation. The IMF must rescue him so he can establish a government in exile.

Doug and another IMF agent sneak into the hospital and get into Kolda’s room, then burn open the bars and drop a chute down to the van where Jim, Paris, and Dana are waiting. They get Kolda down but the head of security, Chief Inspector Banco, arrives to interrogate him. Doug and the other agent are making their escape but Banco realizes they’re involved and orders the guards to capture them. The two men split up and the other IMF agent is shot in the leg while getting out the window. Doug gets to the van and Jim is forced to drive away with Kolda so they can come back later. The IMF agent, slowed down by his wound, just misses the van.

The agent flees into the black ghetto where the people hide away from the police. He goes into a tailor shop where a deaf girl, Maryana “Gabby” Renfrow, is working. She doesn’t hear the sirens but notices the door is open and closes it. She sees that the IMF agent has staggered in and collapsed and she tends to him. However, she notices loose skin at his neck and pulls off a mask, revealing… Barney.

Barney wakes up and asks her to keep him from the police and, lip-reading, Gabby agrees. Meanwhile, the IMF makes sure Kolda is stable and then drive to the rendezvous spot where they meet with the helicopter. The team refuses to leave with IMF but the pilot warns they only have 12 hours before the radar comes back up.

Gabby’s cousin, Luddy, turns up and she hides Barney in a secret back room and then listens to him talk of his plans to find the wanted man and collect a reward. She gives him what money she has and he leaves.

While Banco sets up his search pattern, the team goes to their temporary base and plans to have Paris act as a decoy while Jim and Doug pose as government troops. Meanwhile, Barney tries to get away but is almost spotted by the police. Gabby finds him and Barney pretends to be drunk to cover his limp.

Paris, dressed as an orderly, goes to a pharmacy and gets bandages and morphine. When the owner refuses, he pulls a gun and forces the man to give him the morphine. The pharmacist calls the police while one of the pharmacy workers, a black man, warns Paris and tells him to get out. Meanwhile, Barney tries to leave Gabby behind but is cornered by the police again and is forced to rely on her to get him away.

Banco interrogates the pharmacist and gets a description of Paris, and then then orders his men to focus the search in the area. Jim and Doug, as police, start searching along with them. Meanwhile, Gabby begins to remove the bullet from Barney’s leg, while Paris continues to let himself be seen.

Gabby gets the bullet out and Barney wonders why she has a hidden room. He learns her real name, Maryana, and she reveals that her father was a member of the resistance and was killed by Inspector Banco, and that she lived with Kolda’s family. Except for her cousin Luddy, the rest of her family is dead. Barney suspects that the shock of her death rendered her psychosomatically deaf and mute.

Jim takes charge of a search party and goes house-to-house, and arrives at Maryana’s shop. Barney, in hiding, doesn’t see Jim and after a brief search Jim leaves. Paris goes to a garage to let himself be spotted and holds one man at gunpoint, but is unaware of the other man who drops a winch on him. Paris’s ribs are cracked but manages to recover the gun and holds them off so he can escape.

Barney gives Maryana directions to the IMF’s local base at a warehouse and she goes there, but the police approach her. Dana, watching notices that Maryana doesn’t react to the sirens. Maryana goes back to the shop and Barney promises to take her with him when he escapes. With an hour left before the radar comes back up, Jim and Doug return to the warehouse and Jim recognizes Maryana from Dana’s description. They all go to the shop while the injured Paris, now limping for real, makes his way through the outskirts of town.

Luddy returns to the shop for more money and figures out that Maryana is hiding Barney. He calls Inspector Banco and Maryana attacks him. The IMF bursts in and subdues Luddy, then convinces Maryana that they’re with Barney. They all leave just as Banco arrives. He finds the secret room and Luddy tells them that the uniformed Jim and Doug attacked him.

The injured Paris gets to the dam and calls the team, warning them he can’t get to the rendezvous spot. Paris heads for the highest tower on the dam while a police car spots the team and follows them. They get to the dam and Jim disables the pursuing car with a single shot then drives on to the nearby helicopter spot. They lift off just ahead of Inspector Banco, who gets word that Paris is at the dam.

Paris gets to the dam’s tower and goes up in an elevator. The helicopter is unable to land so they lower a rope ladder and Paris climbs up to them as they fly out of the country.
