When a Senator dies while in office, Bill Sterling is offered the chance to fill in until the next election.
Senator Sterling navigates his way through his first press conference, and against advice he answers a question regarding the drug issue, which, in turn, creates a fury of political buzz. Bill Sterling, Sr. heads to Washington to lend his son some political advice. Meanwhile, Senator Jackson takes advantage of Sterling's lack of experience in order to get his endorsement on a questionable bill.
Sterling is pushed by Jackie to agree to campaign for re-election. As he debates whether or not to make the big commitment to the political system, Arthur Peyton heads out to find a Democratic candidate to run against the Republicans' wealthy candidate. Meanwhile, Leon deals with his relationship with Laura Chandler.
Sterling attends his first committee meeting, but is pulled out early by Jackie when she discovers that he is paying the bill for his luxury hotel stay. Meanwhile, Tommy talks with Sterling about a missile-defense shield bill.
Sterling goes up against the INS when one of the office's janitors is unable to re-enter the U.S. after leaving for Guatemala to attend her mother's funeral. Meanwhile, Sterling breaks protocol after being frustrated by the debate over the increase of the minimum wage.
Sterling meets up with his college roommate who asks Sterling's help in getting an appointment as the Assistant Secretary to the Treasury for International Affairs. The appointment runs without a hitch until Sterling's former roommate is labeled as an environmental racist. Meanwhile, the list of people running for the Senator's seat grows, including a local billionaire.
With the campaign gearing up, Sterling heads back to his home state to hold a fundraiser at his father's house. While in Los Angeles, Sterling attends the funeral for an LAPD officer killed on duty, but when a reporter questions him on his opposition to the death penalty, the officer's widow becomes angry at Sterling. Meanwhile, Tommy learns he's no longer welcome on the DMC's softball team since Sterling is an Independent.
Sterling begins a quest to get funding for a prison education program as well as an arts education that an actress is pulling for.
When only two other Senators support his prison education bill, Sterling is forced to exercise his final option -- a filibuster.
Sterling's father comes to Washington to celebrate his birthday. While there, he is accused of accepting bribes during his terms as governor. Meanwhile, the younger Sterling receives an invitation to speak at a National Press Club meeting, but begins to worry about his topic when Jackie informs him that this may be his defining speech as a senator.
