NCIS: Rule Fifty-One
In the conclusion of a two-part finale, Gibbs heads to Mexico for a showdown with a drug cartel intent on revenge. Gibbs has to reassess the rules by which he lives when he is forced to make a devastating choice to save the lives of his team.

In this episode Ziva becomes an American Citizen.

We learn that the #40's for Gibbs' rules are 'bad' and that something has gone wrong when the 40's come into play

Despite the loss of his right index finger (which was shot off), Franks is alive and when he sees Tony in Mexico, he tells Tony he can still fire with his thumb.

Gibbs and Tony doesn't make it to Ziva US Citizen ceremony:
Gibbs is held up by Hart;
Tony is send on mission to Mexico by Director Vance.
