A young woman is obtaining people's credit card info by scanning their
electronics as she goes down the street. She is next seen coming out of
a store laden with bags. Tony and McGee place her under arrest her for
espionage and terrorism.
Her name is Hillary Lange, age 22. McGee examines the piece of tech she
was working with. Hillary got busted because she cyber-picked the pocket
of a person on the terror watch list, and used their credit information.
In under an hour, she helped herself to two dozen account. She burned
all of the accounts onto a blank card, and went shopping.
Vance asks Gibbs if he thinks HIllary can lead them to the card holder.
Gibbs thinks maybe. If he had a name. Vance says the name would just be
fake; but the account is real. Vance is a little twitchy because he's
been tied up in a review conference all week. Gibbs thinks that sounds
just swell. He tells Vance that Tom Morrow called him about lunch. Tom
won’t have time for lunch, and neither will Gibbs. Vance has three
bodies coming in from the Coast Guard. Suspected smugglers, shot off the
coast of Florida, and one is a Navy officer. Gibbs is wondering why he
didn’t get his invite to the crime scene, but Vance informs him that
said scene sank in the Gulf of Mexico. When Vance asks, Gibbs tells him
that Hillary is accused of terrorism. She’ll talk when she’s ready to talk.
Gibbs asks Vance if he’s alright, but he doesn’t answer. His eyes shift
to the camera that Hillary is talking to them through. She says she’ll
give them whatever they want.
Out on the street, Tony watches while Ziva uses Hillary's device to try
and scan people's wallets, in the hopes of locating the party on the
watch list. McGee notes that a 22 year-old girl mastered the device.
Tony says that people mature much more quickly these days. Ziva is
getting a lot of data, but no results. McGee tells her to keep trying.
She responds that they can’t be sure that the man will be in the same
place, same time, different day. Tony says there are no guarantees, but
people do tend to follow patterns.
Ziva got a match in the last person she scanned. She eyeballs him
turning right. She and Tony fall in behind him. Tony and Ziva realize
they are being followed, so while he draws a bead on the gentleman
they’re following, Ziva turns around and aims at the young woman
following them, who calls the gentleman “Malachi”. Ziva used to work
with him. In fact, the young lady that tagged them is Ziva’s
replacement. Her name is Liat.
McGee asks what brings them to DC, and Malachi says it’s the cherry
blossoms. McGee tells him he’s off by six months. Tony says in November,
all they have to offer is elections and turkeys. He also likes Liat’s
boots. McGee points out that tourists have their visas stamped, and they
don’t carry fire arms. Gibbs arrives and asks what they’re up to. Tony
answers "Oh hey, boss. We were just having a pretty good time lying to
each other, and I think that was about to boil off, actually,"
Malachi asks that if they are to be detained any longer, he be informed
why. Gibbs tells him that they are terrorists, and in the country illegally.
Liat asks Ziva why she’s following her. Ziva informs her that outsiders
are not allowed in this building unaccompanied. Liat doesn’t bother
hiding her dislike of Ziva. She asks her how her family feels about her
being an insider. Ziva changes the subject. Her father chose Liat to
fill a vacancy in his roster. Not his bloodline. Liat notes that Ziva
read up on her. Ziva says yes. She knows that Liat won the marksmanship
ribbon for her unit four consecutive times. Ziva has six.
In the morgue, Duckie works on the three bodies from the Gulf. He asks
Gibbs to translate the chicken scratch of a report for him, especially a
group of four letters: CIWS. Gibbs understands it to mean “Close In
Weapons System”. McGee says that the Coast Guard cutter opened fire on a
pleasure fishing craft, with a Gatling gun. The Coast Guard report
claims that when they hailed a warning, the other boat opened fire.
Captain Caleb Burnett of the Navy was on leave, helping his brother pay
the bills. The dark-haired man is allegedly the shooter. However, Abby
didn’t find any gunshot residue on his hands. McGee and Duckie try to
figure out what could have been being smuggled. Gibbs asserts that this
is not a guessing game.
In the lab, Abby shows Gibbs the .9 mm and .20 mm slugs from the boat.
The lack of GSR would indicate that the smugglers never fired. That
information means that the captain and crew were executed. Gibbs
hypothesizes that the shooter fired at the cutter and went into the
water with the crates. They take a look at the crates, which are of
course empty. Abby notes that there are breathing holes in the crates.
Whoever was in them likely swam away, and are now unaccounted for. Gibbs
thinks that the crew was killed as a smokescreen and they swam to shore,
the last three miles, under the cover of night.
Gibbs goes upstairs and questions the Israelis about the three bodies.
Malachi tries to sidestep, but Gibbs speaks sharply to him. Their murder
was a distraction, to occupy the Coast Guard while the cargo swam to
shore. Malachi finally owns up to who they were tracking - three members
of a Palestinian terror network. Ziva asks who the target is and they
don’t answer, but Malachi says that Ziva's father, the head of Mossad,
is coming to DC. She raises her voice to say that her father has not
left Israeli soil in 12 years. Liat says they are not lying.
Gibbs is forced to a halt by a black sedan, driven by Mossad officer
Amit Hadar. When Hadar says “Peace”, Gibbs retorts that there’s not a
lot of that when Hadar is around. He asks Gibbs if he has a moment for a
sit-down with his director, Eli David.
Cut to a bar where Gibbs is having coffee while Eli David has tea. Mr.
David points out that back in the day, they would have been drinking
something a bit more exciting. Eli says he was summoned by Vance to
review international case files. When David mentions Jenny Shepherd, he
mentions his daughter in passing. Gibbs says “Ziva”, and David says yes.
“You’re not here for Ziva. She has a name.” Eli remains unmoved. He’s
aware she has a name. He gave it to her. Gibbs can’t help wondering why
he made the trip, if he could have just attended a video conference with
Vance.
He brings up a case in Amsterdam. Gibbs knows bits and pieces about it;
nothing specific. Eli says that for the first time, all parties involved
will peel back the veil. Gibbs refers to it as a “witch hunt”, with Eli
wearing the pointy hat. David replies it may become necessary for him to
defend himself. When Gibbs references the assassins, David says he is
surprised and not a little impressed that they have made it this far. He
is not concerned, however; his people will ensure his safety.
Gibbs says whether he likes it or not, protecting David is his
responsibility.
Malachi, Tony and Ziva review the three remaining Palestinian terrorists
from a group they’ve been fighting. They are Karif Yasim, Ramsi Ashor
and Abasi El Masri. Masri is the leader. Tony makes a sardonic attempt
to minimize the abilities of the assassin, but Ziva and Liat answer in
tandem. It’s not about the weapon. it’s about the will of the shooter.
Tony gives a line, and McGee notes that Kennedy said it. Tony snarls
that McGee should just memorize his lines, and don’t bump into the
furniture. He goes on to note that Spencer Tracy said it.
McGee questions why the Secret Service or the State Department aren’t
covering the safety of Eli David. For that matter, Ziva wants to know
how the Palestinians knew Eli David was coming. Malachi says that the
director didn’t want anybody to know he was coming. Since three
assassins apparently knew, the NCIS team finds the news ironically
funny. Malachi and Liat actually have no idea how the assassins found out.
Vance reviews old case files on video conference with past NCIS
directors. They reach Leviathan. Gibbs steps aside with former agent
Riley McAlister, who's upset he forgot his flask. They exchange some
civilian chit-chat before Vance calls McAlister to run the next portion
of the meeting.
Gibbs tells Vance the bodies from the Gulf were executed at close range.
Vance asks by whom, so Gibbs tells him it was by the three Palestinians
they were smuggling into the United States.
Gibbs asks if the Amsterdam case is on today’s docket. Vance says not
until Friday, and leaps to the correct conclusion that Eli has arrived.
He then asks about Ziva. "Her father left her to die in a desert," Gibbs
says. Vance assumes that means it will be a problem. Gibbs says it would
be for him - but it won’t be for Ziva.
Outside the Ambassador Hotel, Ziva and Liat look for points of attack.
Ziva decides that there are too many to cover. Malachi tells Tony that
it's nothing serious with Liat. So they haven't slept together? "Of
course we are sleeping together, it's just nothing serious," Malachai
says. Tony thinks he’s gotta get back to Israel.
Liat questions Ziva's loyalties. When Ziva says Eli has enemies, is she
including herself?
In the garage, Ziva briefs Gibbs and they run a scenario in the garage,
in which Ziva plays her dad and Gibbs is security. They locate two
shooters. Gibbs has the red dot on Liat. She says “I’m dead; but so are
you.” Ziva has a little field of red dots playing on her front.
At the office the next day, Tony accuses Ziva of being jealous of Liat.
As everybody digs into lunch, McGee fills them in on Hadar. Before
becoming Eli’s right hand,he infiltrated the PRF. Because their intel
guy was preoccupied with American transports down the east coast, Hadar
thinks they’re going to go for the firepower before they take their
shot. McGee has everything between here and Cuba blocked. The assassins
aren’t going to have an easy time getting from Cuba to DC.
Tony gets a call about a hijacked weapons transport, Army contractor.
Gibbs calls to fill in Vance and asks why he hasn’t shifted the
conference to the Navy Yard. At it’s present location, Eli David is an
assassination waiting to happen. It sounds like a matter of pride.
Vance doesn’t want to explain to the conference that his team can’t
secure a hotel from three terrorist. But he’s also very much on edge
since the conference will shortly be going over his career with a
fine-toothed comb, including all the mistakes he made. Even the ones he
made just by virtue of being too young and green to know any better.
In the office, McGee and Ziva go over the weapon manifest to determine
what the assassins have in their hot little hands. McGee shows a
seriously disgruntled Gibbs the remote weapon that they really need to
worry about.
Tony thinks he's found the stolen car from the hijacking, and Abby goes
to work on it. In the trunk, she finds a rigged refueling system. They
never had to leave the car from the time they took it. Abby took some
hair samples which she is sure are going to match the ones from the
crate. Apropos of nothing, Abby tells Ziva she should see her dad. Has
she even spoken to him? Ziva says no, and asks Abby what it matters to
her. Abby’s been watching Gibbs and Tony with their dads. She thinks
dads come back into our lives for a reason. Ziva says it’s complicated,
and Abby says not near as complicated as knowing they are never, ever
going to come back into your life again.
Gibbs visits Eli David and Hadar. Eli is stir crazy, so Gibbs takes him
for a walk with McGee and Hadar watch from a nearby surveillance van.
Tony and Ziva watch from a roof. Liat sees an abandoned car with stolen
plates. McGee thinks Eli is oblivious to danger, but Ziva corrects him.
He’s completely aware. The fact that it doesn’t affect him is what makes
him Eli David.
Malachi sees one of the terrorists, Ramsi Ashor, but he can’t get a
clear shot. Ziva sees the second and tells Gibbs to take cover. Gibbs
shoves Eli to safety and Liat takes out one of the terrorists. She fires
four shots into his chest and then demands he drop his weapon. A second
is about to fire at Gibbs when Ziva drops him. She grabs him and demands
he tell her where the third man is.
Back at NCIS in interrogation, Ziva tells Liat she did well, and Liat
returns the compliment. Gibbs confronts the terrorist, who calls this a
“minor interruption.” He says Eli David will be eliminated, and this
interrogation is a waste of time. Gibbs couldn’t know what kind of a man
David is. Gibbs agrees. It’s not news, everybody knows. Gibbs still
isn’t going to let him murder Eli. He wants to know where El Masri is,
but the terrorist refuses to divulge. He vows they'll get Eli.
Upstairs, Eli David is glad the terrorists were drawn out. Vance can’t
seem to get through to him. His safety isn’t the only concern Vance has.
There are a lot of very important people who could get hurt or killed in
this mess. Vance is angry, but David remains unruffled. They discuss
Amsterdam, that case launched Vance’s career. David has delivered
everybody who had anything to do with the case. Now Vance must be
courageous, and learn the truth.
Vance points out that El Masri may manage to kill him before they
address the case. Eli says his people are supposed to be able to stop
him. Therefore, should El Masri manage to get through and/or kill him,
he wouldn't want to go on anyway.
Down in the garage, Eli is speaking to his daughter for the first time
in 12 years. They are very cold and distant. He is ready to get in the
vehicle. Ziva asks if he has nothing further to say. Eli can’t see the
point. He recognizes the look on her face. It’s the same one she made
when he told her his brother could not buy her a pony. She says “huh”
and nods. He says her name, finally. “Ziva, if you want to talk, we will
talk. I’m not going to beg.” She tells him that with the prospect of his
own death looming - he interjects “a lesser man.” Ziva shouts “a human
man! would want to.” He tells her she is living her life, making her
choices. If she chooses to let him into her life, he would welcome that
with open arms. But he doesn’t have the luxury of allowing his feeling
to dictate his actions. Ziva returns that Eli doesn’t have any feelings.
He reminds her that there was a time. When he was a young man, his home
was full of the sound of children’s laughter. There was a time. He turns
and walks away. As his bodyguard closes the car door behind him, Hadar
says “His heart is hidden for a reason.” Ziva wipes away an unshed tear.
The team is in place outside the hotel. When McGee checks a laundry van,
he finds the remote gun inside. Malachi thinks it was too easy - sloppy.
He had to know they’d sweep the perimeter.
Ziva drives her dad, Hadar and Vance in and heads for the service
entrance. Vance asks if Eli is responsible for Ziva’s driving, but he
passes that responsibility on to Ziva’s mom.
Walking in the kitchen, something catches Ziva’s eye. She yells for
everybody to get back as the remote-controlled weapon opens
fire.Everyone hits the floor and starts scuttling back down the hall.
Hadar gets Eli David in the car and does about 40 down the alley to the
street, in reverse. A man in a hotel employee uniform picks up a rocket
launcher and takes aim at Eli's vehicle. Ziva runs outside and fires at
him, knocking him down. The rocket goes off, taking out a parked cab as
the David car makes its getaway. The terrorist gets back up; he was
wearing a bullet proof vest. He pulls two pistols and fires at both Tony
and Ziva. They shoot first, killing him.
Tony rushes in to the assembled former NCIS agents and tells them to
calm down. The female former agent points out that they’re calm, but
Tony appears pretty upset. They ask for a summary of what’s going on
down there. Tony responds "Dead bad guy."
Gibbs can't raise Hadar on the radio. That’s because he’s laying in pile
of ash and char, not moving.
"What's happened?" Ziva asks.
