This episode begins with a short recap on how Dinozzo In the hospital after having been shot on assignment for Vance. Gibbs visits him in the hospital to tell him that in the process he shot another NCIS agent. Dinozzo is unable to recall anything from the night in question. The team tries to figure out what happened that evening while Tony remains in the hospital.
A recollection brings to light that Wright was found with an incision on his wrist similar to the one found on the body of Levin and the team finds a link between the two deaths. They find a connection with Wright and Levin who worked with Navel Intelligence on a spy project which may have to do with the incisions on the wrists being linked to microchips they may have been carrying.
A woman named EJ who Tony had been pursuing informs them that she no longer had the microchip because she had given it to Wright. When she finds out that Wright has been killed gunfire ensues. Abby and Magee come to learn that the microchips in question have multiple purposes including the ability to open electronic devices such as doors. Gibbs and Director Vance attend a meeting with Sean Latham, The man who runs Watcher Fleet. Wright and Levin had been employees of his on terrorist missions and Latham needs to recover the chips they had possessed.
When Tony and his partners end up at the meeting they come to find they have been set up and all 3 of them are shot on sight. The body of Cade makes its way to the river, EJ is nowhere to be found and Tony ends up in the hospital. He realizes the person in the picture is in fact Cade.
Latham gets the microchips and has an auction. The bids are placed. Gibbs sifts through Mike Franks Files and finds Photos of Latham with Wright and Stratton.
