The show opened with a pretty young blond surgeon's wife, Jillian, running up the steps of the LA Federal building, handing a large manila envelope to a tall African American man who was then promptly assaulted by a man in LAPD motorcycle police garb. The two men struggled violently after the man in uniform shot his pistol at Jillian, but missed. The two men fell down the steps and the assailant drew his gun once more, firing directly at the victim, killing him, then escaping. The attacker's name was Michael Bonds, one of a small group of Mogadishu terrorists lying low in Los Angeles.

Agent Dekes and his partner were shown the Federal building's surveillance tapes, displaying, closeup, the attack on the front steps of the building, but it did not make any sense that someone would want to attack the petite woman. Dekes surmised that what the assailant was after was lying in the manila envelope that the man had stolen from Jillian, but what might it be? It was determined that Jillian was a nurse working at a posh plastic surgeon's office, her husband the owner and surgeon she worked for. Jillian was pregnant, trying to protect herself and her unborn child, but she didn't want it to be public knowledge since this man was after her and whatever the envelope had contained.

FBI Agents Sam and Dekes traced down the clinic owned by Jillian and her cosmetic surgeon husband, found the front door wide open, drew their guns and quickly looked the place over, finding her husband shot to death on an office floor. The agents called for backup to have the body removed and set off to find Jillian.
Records found at the office confirmed Sam's suspicions that a terrorist cell organization was involved, this time from Mogadishu. The records showed that at least four men from Mogadishu had had facial surgeries performed by the now decease surgeon, Sam suspecting that he had been forced to do by the terrorists.
Back at the lab, the electronics experts traced one suspect by his IP address to a posh apartment building in downtown Los Angeles.
The agents hurried to the building, quietly climbing the stairs to the third floor but not knowing the precise number of the apartment. Cleverly, Agent Dekes pulled the fire alarm handle at one of the floor's hallway, thus flushing out the suspect and as the man ran to the rooftop, the agents shouted at him to stop, but he refused to. He climbed up on the parapet, teetering dangerously back and forth, finally jumping but managing to catch the edge of the parapet. He demanded loudly that the agent let him go, to let him die, but the agent refused. The man pulled a pistol from the back of his pants and fired wildly, forcing the agent to let him drop to his death below. He was dead when the agents got to the scene.

Agent Dekes and a female partner found that Jillian might have taken off to an exclusive health and beauty spa in the distant hills, so they traveled there to find her, if possible. Agent Dekes decided to pose as his partner's agent, to keep suspicion from entangling them further in the case. Once at the spa, he poured on the schmaltz, angering his partner who did not dare put a bad face on the act. A staff member was giving the two a thorough tour of the place when Dekes spotted a frightened and obviously nervous Jillian standing near the private wing before entering. Dekes asked what that portion of the clinic was, was reassured that it was only for very private clients. He waved his partner and the staff member on, pretending that he had a very important call to make. As the two women left, Dekes rushed into the private wing, but had no idea what he was in for. He had invaded a large locker room for women in various stages of undress, who screamed and protested loudly. One woman pepper-sprayed him directly in the eyes, resulting in a very sore set of peepers for Dekes. He promptly and blindly blundered from the room, falling on the grass outside.

His partner rushed back, rescuing him and leading him back to their vehicle, driving them both back to the Federal building. Jillian herself had absconded to a friend's house, location at present unknown to the agents, but tracing her cell phone call records, it pointed to a house of a friend. Agent Dekes and his partner drove to this friend's house and questioned him. His partner coyly distracted the man's attention whilst she pocketed a bottle of pre natal vitamins from the counter. Outside, she showed it to Dekes, saying that only a pregnant woman would need to take those, thus determining that Jillian was pregnant. The two partners circled the house outside, finding Jillian attempting to run from the house unnoticed, but they caught her, taking her back to the Federal building and questioning her. Agent Sam asked her some probing queries, getting her to tell him that her husband had been mixed up with the terrorists, forced to perform the facial surgeries and his life threatened. Her husband, Adam, had handed her the manila envelope containing vindicating information about the thugs, telling her to meet him on the steps of the Building, but never made it. He had been killed by the thugs and she knew it.

Meanwhile, back at the lab, the electronics experts were diligently trying to break what they thought was a terrorist code, using every tool within their means, finally working together to track down a large storage unit at the Marina. Once there, they used the code they'd figured out to find all the ingredients needed for making serum nerve gas to kill thousands of people. Using further logic, they traced down a large black tie event to be held aboard the ship Queen Mary, which the governor was to attend that night.

All the agents who could be spared and Jillian herself were at the event, Jillian closing watching for the two remaining terrorists. After some time, she spotted one posing as a waiter, the other just observing and attending. Both men were chased down and shot, killed because they resorted to using guns to fire at the agents.

Once all returned to the lab, the boss insisted that the three male agents change out of "her" tuxedos even though they had been talking about going out and spending some time in male bonding. She had to reiterate that they were to change "now" and they shuffled off halfheartedly to return them. She arched her eyebrows and shook her head, exclaiming that they really needed to learn some manners, but smiling after their retreating backs.
